For many years, CCUS (Carbon Capture, Utilization and Storage) technologies have focused on the mining industry and on the coal-fired power plants as the main beneficiaries. However, recent years meant intensified obligations for environmental protection by reducing the footprint of carbon emissions in the atmosphere for a significant number of industries, so that large fossil fuel (coal) power plants are now, and will be increasingly over time, side by side with refineries and natural gas processing units, as well as other industries generating large quantities of CO₂ (fertilizers, steel mills, cement plants, waste incineration, chemical industry, hydrogen production).

The Getica project had placed Romania in an advantageous position to be one of the global pioneers in the implementation of CCUS technologies.

The failure of the project was mainly due to insufficient involvement and consistency from the Romanian state authorities (policies, legislative and regulatory framework, leadership) and from the state-run companies.

The Energynomics Working Group: “The role of the oil and gas industry in the capture, use and storage of CO2”, held on 7 May 2020, aimed to resume the analysis of the prospects for the development of capture, transport, use and storage solutions. of carbon emissions (CO₂) in Romania. The general objective was to accelerate public interventions in order to encourage the start of a national program or at least of some CCUS-type pilot projects at national level.

5 ideas to have in mind

  • CCUS type projects are vital to achieve the environmental objectives assumed by Romania and the EU
  • CCUS technology is mature and rapidly developing globally
  • The Romanian oil and gas industry is in the perfect place to involve in CCUS operations
  • Romania has the chance to play a regional role in CCUS
  • There is a need for the support of national authorities and for the integration of the efforts of all parties involved

The working group was organized with the support of the Federation of Employers of Oil and Gas – FPPG and brought together 8 experts, in a conversation moderated by Gabriel Avăcăriței, editor in chief of Energynomics; this White Paper summarizes the ideas expressed during in the Working Group.

With the Federation of Employers Oil and Gas – FPPG there is a task force entitled “Green Deal and European funds”, which aims to monitor and analyze relevant issues from these perspectives, as well as formulating key elements for further activities of the Federation. The goal is for the actions of FPPG members to be subsumed in European priorities as formulated in official EU documents, in order to hold public position on how Romanian industry should align with EU policies.
