Tinmar Energy and Complexul Energetic Oltenia (CE Oltenia) announce the completion of the tender procedures for the four photovoltaic parks developed in partnership, representing a decisive step that paves the way for the signing of the design and construction (EPC) contracts. With a cumulative installed capacity of approximately 395 MWp and a value of 243 million euros, the projects, located in Gorj County, represent one of the most important joint investments of the two companies in renewable energy.

Following an extensive and competitive procedure, in which offers were submitted by 13 participants, individually or in association, the constructor that will build all four photovoltaic parks was appointed: the association formed by China Civil Engineering Construction Corporation Romania S.R.L. (association leader) and Aeronaval de Construcciones e Instalaciones. The signing of the EPC contracts marks the transition from the preparation stage to the actual execution of the works.

For Complexul Energetic Oltenia, the completion of the award procedures represents another important step in the implementation of the projects provided for in the company’s Restructuring and Decarbonization Plan. The development of new renewable electricity production capacities contributes to the diversification of the production portfolio, the valorization of the existing infrastructure and the consolidation of Complexul Energetic Oltenia’s strategic role in ensuring Romania’s energy security.

This stage represents the continuation of Complexul Energetic Oltenia’s strategic investments, financed by the Modernization Fund, which will contribute to the transformation of the company into a producer with a diversified portfolio of electricity production capacities. At the same time, the projects support Tinmar Energy’s strategy of expanding renewable energy production, the two directions complementing each other within the partnership and contributing, together, to Romania’s energy transition and energy security.

The four photovoltaic parks that were the subject of the tender procedures have a total installed capacity of 395 MWp, and the value of these projects amounts to 243 million euros. The common portfolio is completed by a combined cycle gas-fired power plant, with a capacity of 475 MW, whose value is estimated at 475 million euros. The cumulative value of all projects, photovoltaic and gas, exceeds 700 million euros, positioning the five projects of the Tinmar Energy – CE Oltenia partnership among the most substantial investment initiatives in the Romanian energy sector in recent years.

With functional project companies, secured financing and experienced teams, the development of the five energy projects of this Tinmar Energy- CE Oltenia partnership is entering a straight line. The path traveled so far confirms the maturity of a partnership built on rigor, perseverance and, above all, on a solid and long-term collaboration between the two shareholders.

The implementation of these projects for the Oltenia Energy Complex represents another important stage in the process of transformation and modernization of the company, by developing new capacities for producing electricity with low carbon emissions.

“The completion of the award procedures for the new projects represents an important step in the implementation of the strategic investments undertaken through the Oltenia Energy Complex Restructuring and Decarbonization Plan. The entry of the projects into the execution phase confirms the company’s commitment to developing new production capacities from renewable sources, in addition to existing capacities. This partnership demonstrates that, through collaboration, professionalism and a common vision, major investments can be made that strengthen Romania’s energy security and support the sustainable development of the energy sector”, says Constantin-Cosmin Trufelea, President of the Oltenia Energy Complex Directorate.

“The projects carried out together with the public sector partner, Complexul Energetic Oltenia, represent a strategic priority for the Tinmar Group, and the appointment of the EPC contractor for the photovoltaic parks marks an essential step in the development of these projects. Personally, I am fully convinced that together with our partner we will bring these projects to fruition, consolidating Tinmar’s position as a trusted actor in the energy transition in Romania”, added Augustin Oancea, founder of the Tinmar Group.
