The Ministry of Finance is extending the 25% temporary reduction in the excise duty applicable to standard diesel for the period of October 16–31, 2026, following a new biweekly assessment mandated by the mechanism established under Law No. 162/2026.
“This measure continues the intervention applied during the previous period, within a context marked by pressures on the fuel market. The mechanism is calibrated based on the evolution of international benchmark prices and pump prices, with the aim of limiting their impact on the population and the economy,” the institution stated in a press release.
The 25% reduction represents a decrease of 701.07 lei per 1,000 liters, or 829.69 lei per tonne.
Consequently, for the period of October 16–31, 2026, the effective excise duty rate for standard diesel sold on the domestic market will remain at 2,103.22 lei per 1,000 liters, or 2,489.05 lei per tonne.
According to the cited source, the analysis for the biweekly period of October 16–31, 2026, indicates a percentage change in Platts diesel price benchmarks (VPM) of +47.78%, while the percentage change in the average pump price for standard diesel (VM) stands at +35.60%. Based on these indicators and the mechanism provided for by law, the reduction in excise duty is maintained at a level of 25% for the period of October 16–31, 2026.
“The intervention aims to limit the ripple effect of fuel costs—particularly in the transport and logistics sectors—which impacts costs across the economy as well as the prices of consumer goods. The mechanism established by Law no. 162/2026 operates dynamically, through the re-evaluation of market indicators every two weeks,” the statement reads.
