The Galați Court has approved the amended plan for the capitalization of Liberty Galați assets, thus paving the way for the resumption of the auction for one of the most important industrial assets in Romania.
The auction will take place on June 19, 2026 and targets both the Steel Plant belonging to Liberty Galați and the Pipe Factory belonging to Liberty Tubular Products Galați. The starting price is 444,026,436 euro (for Liberty Galați) and 18,985,681 euro (for Liberty Tubular Products Galați).
The resumption of the auction reconfirms the fact that Liberty Galați remains a strategic and attractive industrial asset for investors. The new stage of the procedure comes after the technical update of the market value and the redefinition of the perimeter of the assets included in the capitalization process.
“For an industrial asset of this size, the first auction often represents a market test. The interest was there and was materialized through the purchase of specifications, visits to the plant and the signing of confidentiality agreements. However, such transactions require complex analyses and time to structure an investment decision,” said Remus Borza, president of Euro Insol.
In the previous procedure, five strategic investors from Europe and Asia purchased the specifications, and some of them visited the plant and participated in in-depth discussions on the investment potential.
“The interest shown so far confirms that the Galați steel plant remains one of the most important industrial assets in the region, with strategic relevance for the European steel market. The investors analyzed the potential of the plant from the perspective of industrial capacities, logistics infrastructure, access to the Danube and the Black Sea, but also development opportunities in a European context in which local production and industrial security are becoming priorities. Liberty Galați still has the necessary advantages to attract a strategic investor and to once again become an important economic engine for the region,” said Paul-Dieter Cîrlănaru, CEO of CITR.
The capitalization procedure is carried out in transparent conditions and in strict compliance with the provisions approved by the court, the Liberty Galați and Tubular assets cannot be adjudged below the starting price established by the restructuring plans.
At the same time, the valuation of the assets represents a technical benchmark in the capitalization process, while the final price of the transaction will be determined by the interest and competition between the investors participating in the procedure.
Before the auction on 12.03.2026, the Euro Insol CITR Consortium carried out an extensive international promotion campaign, which included direct contact with strategic investors, specialized investment funds and relevant steel companies from Europe, Asia and America.
In the following period, the concordat administrators will continue the external promotion of the assets, as well as discussions with strategic investors, specialized investment funds and companies in the steel industry, to identify a partner capable of supporting the continuation and development of industrial operations in Galați.
