From investment to smart management: how can water operators make data-driven decisions? (P)

    Romania enters a new stage: efficient water infrastructure management becomes the focus of investment.

    Romania’s water and wastewater infrastructure is entering a new stage. After years in which the priority was network expansion, attention is increasingly shifting towards managing existing assets efficiently and using investment funds responsibly.

    According to the 2025 water operator performance analysis report published by ANRSC, investment needs over the next 15 years exceed 30 billion euros, with more than half of this amount earmarked for the rehabilitation and modernisation of existing infrastructure.

    The same report highlights a key challenge: investment decisions must be based on continuous monitoring and objective data on asset condition. For most operators, this information already exists, covering assets, maintenance, inspections, costs and failures, but it is scattered across different applications and databases. Without a unified view of the infrastructure, analysis becomes difficult, while prioritising interventions and investments consumes time and resources.

     

    A platform that turns technical data into smart decisions and evidence-based investments

    In response to this need, Adrem is launching an Asset Management software solution developed specifically for water and wastewater operators. The platform brings together information on assets, intervention history, risk assessment, maintenance and investment planning within a single digital ecosystem, providing a complete view of the infrastructure throughout its lifecycle.

    More than an asset register application, the Adrem solution functions as a decision-support tool. The platform identifies the highest-risk assets, prioritises interventions, indicates which equipment needs to be replaced and provides objective evidence to justify investments to authorities and financiers.

     

    Four modules for smart infrastructure management

    The software is built around four components covering the entire infrastructure management process:

    • Asset Register & Maintenance – a digital asset register that centralises technical information, documentation, intervention history and costs. The module includes the management of preventive and corrective maintenance, as well as a mobile application for carrying out work orders in the field.
    • Health & Risk Assessment – assesses the technical condition of assets using a Health Index and the Probability of Failure × Consequence of Failure (PoF × CoF) methodology, providing a clear view of risks and intervention priorities.
    • Asset Investment Planning (AIP) – supports investment plans based on asset condition, risk level and total operating cost, comparing scenarios and prioritising works with the best benefit-cost ratio.
    • ANRSC reporting and compliance – automatically generates the indicators and reports required for performance monitoring, asset traceability and compliance with regulatory requirements.

     

    Integration with existing systems: from failure detection to automated interventions and decisions

    An important advantage of the platform is its integration with systems already used by operators, such as SAP, SCADA, GIS, Workforce Management or Outage Management. A network failure can therefore automatically generate a work order, including estimates for the required parts, costs and staffing requirements, linking field operations with management processes and investment decisions.

     

    A solution developed specifically for water and wastewater operators, based on proven experience

    The software builds on Adrem’s experience in the digitalisation of critical infrastructure. In 2025, the company implemented the first advanced Asset Management system for two of Romania’s largest electricity distribution operators, managing more than 500,000 assets integrated into a single platform. This expertise has now been adapted to the specific requirements of the water and wastewater sector.
