Eurowind Energy Romania has obtained the construction permits for the Siminoc project, Eurowind Energy Romania’s first hybrid wind-photovoltaic park, located in Constanța county, with an investment estimated at approximately 65 million euros. The project benefits from support through the Contracts for Difference (CfD) mechanism, which gives stability to the investment and supports predictable execution.
The project will have a total installed capacity of approximately 49.6 MW, divided in a balanced manner between the wind and photovoltaic components, each of approximately 24.8 MW. Based on current technical modeling, annual production is estimated at approximately 120 GWh, equivalent to the consumption of over 50,000 households.
The implementation schedule foresees the approval and construction permit stages in the first half of 2026 – completed stage, the start of works in 2027 and the commissioning in 2028, with possible adjustments depending on the pace of administrative procedures and the scheduling of connection windows. The selection of turbine models and photovoltaic panels, as well as the final configuration of BESS equipment, are subsequent stages as the project advances in the procurement phase.
“We no longer see projects as mere production capacities, but as assets that provide real flexibility to the energy system, and our first hybrid wind-photovoltaic park in Romania, Siminoc, is an example of this. We aim to integrate battery storage into all our projects, so that we can better align production with demand, reduce local unpredictability and contribute responsibly to the safe integration of renewable energies. Our ambition at local level is to reach 1 GW by 2030, through a sustainable investment plan of approximately one billion euros over the next four years,” said Adrian Dobre, Country Manager, Eurowind Energy Romania.
At local level, the project will generate economic activity during the construction period, create temporary jobs and permanent positions in operation, and contribute to community budgets through related taxes and duties. The implementation of the works will be carried out in close collaboration with authorities and grid operators.
Active on the local market since 2011, Eurowind Energy Romania develops and operates renewable energy projects, with a dedicated local team. The company’s portfolio includes four operational solar parks – Hălchiu, Măgurele, Pufești and Teiuș – and a pipeline of approximately 7.5 GW in various stages of development. By the end of Q2 2026, the company will reach an operational capacity of 184 MW in Romania, including 60MW of battery storage at Teiuș.
