EC: Public consultation on the trans-European energy infrastructure

The European Commission has launched on May 18th a public consultation to seek input on the revision of the Regulation on guidelines for trans-European energy infrastructure (EU) No 347/2013 (TEN-E Regulation). The TEN-E Regulation will be reviewed in 2020 to ensure consistency with the climate neutrality objective of the European Green Deal.

The public consultation is open to all citizens and a broad range of stakeholders. In parallel, a more technical targeted consultation aims to gather input from stakeholders with specialist knowledge and who are familiar with the different aspects of the existing Regulation. Both consultations will be open for eight weeks and will close on 13 July.

To ensure a broader and more inter-active consultation, the Commission will organize a series of stakeholder webinars to discuss key elements of the ongoing review process.

TEN-E Regulation and CEF

The TEN-E Regulation lays down rules for the timely development and interoperability of cross-border energy infrastructure networks in order to achieve the EU’s energy policy objectives. Its key objective is the timely implementation of the projects of common interest (PCIs) which interconnect the energy markets across Europe. The TEN-E Regulation sets out criteria for establishing the PCIs necessary to implement priority corridors and areas in the categories of electricity, gas, oil, smart grids, and carbon dioxide networks. The Connecting Europe Facility (CEF) is the EU budgetary instrument dedicated to PCIs – the total grant budget to support energy infrastructure projects for the 2014-2020 period under the program is €4.8 billion.
