Distribuție Energie Electrică Romania (DEER) offers end users and customers, starting in August 2026, a digital solution for online programming for meter reading, verification or replacement, when the distribution operator representatives did not have access to the metering group, in a first visit to the consumption location.

The digital online programming solution is intended strictly for end users and customers who have been notified by the electricity supplier, as a result of the fact that the previously approved reading or replacement activity could not be carried out.

After receiving the notification, the end user or customer accesses the DEER website and, by completing the existing form, schedules the meter reading or replacement or verification online. The POD and meter series are necessary data for the programming process. These are reflected in the electricity bill, or in the content of the notification received, as well as in the contractual clauses regarding the supply of electricity, including the connection certificate of the place of consumption. Meter reading allows the recording of real consumption data, which are processed by the distribution operator and transmitted to the supplier, being used in the final billing process of electricity consumption.

When reading or replacing the metering group, DEER representatives check the registered index, the meter series, the integrity and technical condition of the metering group. In situations where it is necessary to replace the defective meter, the intervention allows the maintenance of electricity supply in appropriate conditions at the point of delimitation of the installations between the OD and the consumer.

Early detection of possible meter malfunctions is also relevant from the perspective of avoiding situations according to which consumption must be recalculated, under the conditions provided for by the applicable legislation in the matter.

When the meter is located on private property and without easy access from the public domain, the user is obliged to allow access to representatives of the distribution operator in order to carry out the necessary operations, according to the legal provisions applicable to the subject matter, as well as the contractual ones.

According to the law, meter reading is the responsibility of the distribution operator. In the 18 license counties, DEER performs meter readings once every three months for household users and once every six months for non-household users, as well as the replacement of conventional meters with smart ones, including related actions to verify the measurement groups, according to an implementation calendar.

By launching this digital online planning solution, DEER continues the process of digitizing and simplifying services.
