Banca Comercială Română and Erste Group are financing with EUR 132 million the construction of the 77 MW Urleasca onshore wind farm, developed by Scatec ASA, one of the leading developers of renewable energy projects globally. Of the total financing, BCR is contributing EUR 76 million.

This financing consolidates BCR’s position as a leading partner for energy projects in Romania. In H1 2026 alone, the bank granted total financing of EUR 450 million for this sector, of which over EUR 362 million was directed to renewable energy projects, with a distribution of EUR 288 million for wind farms, EUR 41 million for solar capacities and EUR 33 million for investments in batteries for energy storage.

Urleasca is the second financing granted by BCR for Scatec projects in Romania, after the 42.5 million euros for the 190 MW Dobrun and Sadova photovoltaic portfolio in Dolj and Olt counties.

“Energy is a criterion for competitiveness, and investors increasingly look at its availability, cost and predictability when evaluating a market. BCR is the main banking partner for energy projects in Romania and we are pleased to support Scatec’s development through the Urleasca wind farm, an investment that directly contributes to increasing production capacity and strengthening national energy security,” says Manuela Trisnevschi, Head of Energy and Utilities, BCR.

Once the financing is obtained, the Urleasca project enters the construction phase. The project benefits from a contract for difference (CfD) covering approximately 57% of the estimated production, with the remainder to be sold on the Romanian wholesale energy market.

“This is an important moment for our development in Romania. With several renewable energy projects now under construction, we are expanding our presence in a market with solid fundamentals and significant potential. This gives us a solid base to capitalize on the opportunities offered by different technologies and energy contracting structures,” adds Alex Patrascu, Country Manager Romania, Scatec.

Urleasca is Scatec’s first onshore wind project in Europe and diversifies the company’s production profile in Romania, completing the 190 MW solar portfolio under construction. The project contributes to an optimized portfolio of onshore wind, solar and battery storage, which capitalizes on opportunities from contracts for difference, bilateral contracts (PPAs) concluded with companies and the spot market, in a context where the share of renewable sources and the volatility of the energy market are increasing.

Scatec owns 100% of the project. OX2 will manage the construction until commissioning, based on a Construction and Asset Transfer Agreement, and Scatec will provide operation and maintenance services and asset management after commissioning. The estimated date for the start of commercial operation is the second half of 2028.

The Urleasca wind farm, located in Brăila County, approximately 150 kilometers northeast of Bucharest, will be equipped with 11 Nordex N175/6.X turbines.
