The government signed the program on Tuesday to subsidize solar parks with storage dedicated to institutions, according to a Facebook post by the prime minister.
“Today we signed the orders for two programs from the Modernization Fund, worth a total of 650 million euros, through which public institutions will be able to produce and store energy for their own consumption. The first program, worth 500 million euros, is intended for the installation of photovoltaic panels with storage batteries. The projects may also include heat pumps, and the energy produced will be used for their own consumption. The batteries are mandatory and will be sized for 2-4 hours of operation. The second program, worth 150 million euros, is aimed at public institutions that already have installations for producing energy from renewable sources. They will be able to install batteries behind the meter, to store the energy produced and use it for their own consumption,” says Ilie Bolojan. The programs can benefit city halls and county councils, public hospitals, state universities, social centers and other public institutions, and the funding can cover up to 100% of eligible expenses, up to a limit of 10 million euros for a beneficiary.
Calls open on Friday, September 11. Applications will be submitted through AFIR by November 6, 2026 or until the budget is exhausted, in the order of submission.
Project evaluation will take place between November 9, 2026 and February 12, 2027, and investments must be completed and put into operation by December 31, 2029.
Through these investments, public institutions will be able to reduce their energy bills and use energy produced from renewable sources more efficiently, while reducing pressure on the network during periods of high consumption, the post also states.
