Beacom, RIEC: Biogas investments need new legislation

    Biogas investments need new legislation, says Mark Beacom, CEO, Black Sea Oil & Gas (BSOG). “All European countries are moving forward, only Romania is dragging its feet,” Beacom told Energynomics.

    “We want to invest seriously in biomethane, to collect organic… or agricultural waste, with which to produce biomethane – a carbon-free methane. If we look at other countries in the Union and in particular Germany, there is a production of 7,000 MW of biomethane. In Romania we only have 23 MW of biogas, a lower form of biomethane. Romania should be, with the capacities it has, one of the most important players on the biomethane market in the Union,” Mark Beacom said later, at the Romanian International Energy Conference 2025, an event organized by the Energy Employers’ Federation (FPE, former FPPG).

    “We aim to be the first major producers of biomethane in the country and we hope to be part of the country’s energy security providers,” Beacom added.

    In turn, Ion Sterian, General Manager of Transgaz, told us that there is not only a lack of legislation in the way of investments in biogas and biomethane, but also a problem of gas quality, especially in terms of possible harmful emissions. However, transport operators from 14 countries have already signed a first memorandum by which they commit to ensuring a similar quality of the transported gases, and will also agree in the future on the quality of biomethane and biogas injection, Sterian said during the conference.

    BSOG and its shareholders, the global investment company Carlyle (NASDAQ: CG) and the European Bank for Reconstruction and Development (EBRD), launched BSOG Energy SRL in the summer of 2024, a new company focused on the development of biogas plants across Romania, each site being estimated to have a capacity of at least 15 MW.

    In July 2025, DN AGRAR Group, one of the main integrated agri-food companies in Romania and the largest producer of cow’s milk in Europe, and BSOG Energy signed the contracts for the next stages of the development of one of the largest biomethane production units in Romania.

    The signed agreement establishes the collaboration between BSOG Energy and DN AGRAR for the development of the unit and for the long-term supply of organic raw material, manure generated on DN AGRAR farms, following the initial cooperation agreement signed in October 2024. In the next eight months, it is estimated that the design of the unit and obtaining all necessary permits will be completed. The final investment decision is anticipated for the first half of 2026, and the start of operations is expected at the latest in the first half of 2028, subject to approvals from the authorities. The investment, estimated at 30 million euros, will be fully financed and implemented by BSOG Energy. At that time, DN AGRAR has the option to participate with an equity stake in the project.

    The initial production capacity is estimated at up to 15 MW, with the possibility of exceeding 20 MW in subsequent stages. DN AGRAR will provide the feedstock for the biomethane production through a long-term contract of 15 years to ensure sustainability, with annual revenues estimated at approximately 3.5 million euros.
