Budget ammendment additionally subsidizes inefficient heating systems

According to the newly rectified budget, the local budgets increase by a total of 4.4 billion lei, the vast majority of the amounts being allocated to the localities with centralized heating and especially to those that allocate from the local budget a considerable subsidy per gigacalory (GC).

Thus, Bucharest, with 561 thousand apartments connected to the central heating system and a subsidy per gigacalory of 237 lei last winter (60% of the price), is the big winner of the rectification, receiving in addition 710 million lei, according to profit .com.

The next municipality that will benefit from an increase of the revenues from the amounts deducted from VAT for balancing the local budgets is Constanta, with 14.3 million lei. In Constanta 49 thousand apartments are connected to the district heating system, which benefited from a subsidy of 130 lei/ GC last winter.

The 25 thousand of Cluj connected to the centralized heating system received a subsidy of 220 lei/ Gcal last year. As a result, the budget of Cluj-Napoca receives an additional 12.4 million lei. In Moldova, Iasi, with 29 thousand connected apartments and a subsidy of 80 lei/ Gcal, benefits from an additional budgetary allocation of 11.9 million lei.

Oradea and Timișoara, with 65 thousand, respectively 57 thousand of connected apartments, and with subsidies of 50, respectively 150 lei/ Gcal last winter, receive in their turn more than 8.5 million lei from the quotas of VAT.
