Vîlceanu: PNRR cannot be renegotiated, but can be modified

The renegotiation of the National Recovery and Resilience Plan (PNRR) can only be done at the level of the entire document, which would mean the cancellation of all funds included in the PNRR, said the Minister of Investments and European Projects, Dan Vîlceanu, in a press conference.

“There is no document that can reveal the possibility of a renegotiation. There is, indeed, the possibility of modification, which is something else entirely. The renegotiation refers to the whole National Resilience Plan and there is no question of starting a renegotiation, because when you start renegotiating the whole Plan, it means that all the money I was talking about today that enters Romania no longer exists,” said Vîlceanu, according to Agerpres.

He pointed out that the Executive should focus on implementing the PNRR and not on renegotiating it.

“Also, think that you need time to renegotiate the whole plan. This Recovery and Resilience Fund is in operation until 2026. If we start renegotiating everything for a few more months, maybe even a year, we may come to the conclusion that we are practically renegotiating in vain, because you have no more time to highlight everything that is written in this plan. From my point of view, we must, as before, remain focused on implementation. Because time’s very short. And so we ask ourselves the problem, related to certain investments, how do we finish them by 2026, because we have to make project calls, we have to sign contracts, tenders, which require time, or even so we are somehow in a time crisis and I don’t think a renegotiation would bring anything good”, the minister said.

The head of European Investments and Projects also stressed that small pensions could be increased through PNRR, which would be impossible without the pension reform included in PNRR.
