Termoenergetica has overdue debts and will pay penalties

On March 2, Termoenergetica, the new operator of the district heating network in Bucharest, which took over from December 1, 2019 the activity of RADET (in bankruptcy) in order to ensure the continuity of the supply of the thermal agent, records outstanding debts to ELCEN of over 206.5 million lei, ELCEN officials announced.

Thus, about 25,4 million lei represents unpaid debt for December, being due as of January 29 (32 days of maturity exceeded) and grace period of 30 days – also exceeded, which leads to the collection of penalties, according to the applicable legal provisions.

“Unfortunately, we find that the unfortunate story of RADET is repeated: debts are accumulated, deadlines are exceeded and penalties related to late payments are due,” ELCEN officials say.

The value of the invoice for January with a maturity exceeded on February 29 is of about 181 million lei. “At the same time, we stress the fact that Termoenergetica did not constitute the guarantee according to the Contract for the sale-purchase of the thermal energy no. 1/2019 and regulated by ANRE Order no. 35/2013. Although, during the CGMB (City Hall Council) meeting of 14.11.2019, it was approved to increase the share capital of Termoenergetica by 645,880,000 lei, the money remained on paper only. The PMB (Bucharest City Hall) announced its commitment of sending this amount in the company’s account, however, actually, Termoenergetica is still underfinanced.”
