Voltacom DOL has completed the CEM Calafat project in Dolj County, a photovoltaic investment developed with a combination of non-reimbursable NRRP funding, bank financing and InvestEU support. The company is an SPV within an entrepreneurial network built around Bogdan Babici, the owner of TECON, whose involvement in renewable project development can be traced back to projects from the first wave of solar and to the early stages of the current VIFOR wind farm in Buzău County.
Libra Internet Bank financed the Calafat project with 33.5 million lei, of which approximately 18 million lei were granted through the Sustainability component of the InvestEU programme. The bank financing complements the grant previously received through the National Recovery and Resilience Plan. Voltacom DOL puts the total project value at 98.76 million lei, including VAT, of which 30.26 million lei represents non-reimbursable NRRP funding.
20.6 MW of solar, with a storage component
In the NRRP documentation, the investment appears under the name “Calafat solar park project, installed capacity of 20.6 MW and battery storage capacity of 4.18 MW”. Financing contract no. 199 was signed on 30 December 2023. Data published by Libra Internet Bank indicate an installed capacity of 24.8 MW and a grid injection capacity of 19.55 MW, with approximately 30,000 photovoltaic panels installed across more than 24 hectares.
At Calafat, the NRRP documentation already includes a storage component defined by a capacity of 4.18 MW. Libra Internet Bank says that the group’s future investments in Dolj County include a significantly larger system of 20 MW/80 MWh.
Voltacom DOL is expanding its battery storage activity. In Olt County, the company is developing a 2 MW/6 MWh storage system at Icoana, a project supported through the Modernisation Fund.
CEM Calafat is part of a broader portfolio
CEM Calafat is not Voltacom DOL’s first renewable energy asset. The company has been active in the photovoltaic sector for more than a decade and owns CEF Icoana 1, a 2 MW photovoltaic power plant in Olt County, accredited by ANRE in 2014.
Voltacom DOL is controlled through companies owned by or associated with entrepreneurs experienced in project development and engineering. One of its shareholders is TECON SRL, a company controlled by architect Bogdan Babici. TECON’s main activity is architecture, but Babici and companies around him appear in several projects and procedures related to the development of power generation capacity.
In 2021, Babici represented First Look Solutions in procedures for the Costești component of a wind project in Buzău County. First Look Solutions is now the project company for VIFOR, the 461 MW wind farm being developed by Rezolv Energy in Buzău County.
