Rompetrol announces that it has taken note of the intention of the local authorities in Constanța, whereby three Rompetrol fuel distribution stations in the municipality would cease their commercial activity in the coming period, following the refusal of the City Hall of Constanța to extend the association contracts under which the stations were built and operated. Added to this is the situation of the Rompetrol Soveja gas station, which is the subject of a dispute pending in the courts.

“Rompetrol has repeatedly expressed its intention to continue operating the four stations (located in the Far, Dobrogea, Tomis blvd. and Primăverii str. areas), these being an important landmark in the configuration of the city, but also an important source of income for the local budget, through the collection of related taxes and duties”, according to a company statement.

“At the same time, we reiterate that the cessation of the stations’ activity could cause an imbalance in the local economic environment and from a competitive perspective, by reducing access to essential services and by affecting urban mobility and economic activities in the respective areas.

The stations in question offer extensive services – standard and premium fuel supply, AdBlue pumps, facilities for quick payment of bills, taxes and duties (SelfPay terminals), parking lots, dedicated areas for public catering, food and essential products sales and car washes.

At the same time, in partnership with the SMURD Foundation, Rompetrol installed defibrillators in the gas stations, including in two of the ones targeted for closure (Lăpușneanu and Far). The project represents one of the largest national initiatives to increase intervention capacity, and the entire station staff was trained by specialists to use emergency medical equipment.

Over the past 25 years, Rompetrol has constantly invested in aligning the stations with the best practices in the field, both from an operational and environmental point of view. The fuel stations comply with all legal operating norms in force and have not recorded any exceedances of environmental indicators, or other problems that could endanger neighboring communities.

We emphasize that, in the four stations operated by Rompetrol Downstream, approximately 80 employees work who, depending on the decision of the local authorities, will lose their jobs”, specifies Rompetrol.

The company requested the local authority to reanalyze the situation, from a commercial, legal and administrative perspective and proposed several legal options to maintain the stations in operation, but the local authority did not accept any of them.

In the municipality of Constanța, Rompetrol also operates two other stations – one in the CET area, and one in the Brătianu area. These will continue to be available to Rompetrol customers, many of whom refuel exclusively with locally produced fuel, in the immediate vicinity, at the Petromidia refinery.

“In addition, we remind you that Rompetrol has ongoing commercial contracts with hundreds of economic operators in Constanța, but also with public institutions, including companies subordinated to local authorities – CT Bus, the public transport company serving the municipality of Constanța. We publicly appeal to the Constanța City Hall to take into account the arguments constantly formulated by Rompetrol, which has a vital role at local, national and regional levels, its activity being of strategic importance. The Petromidia Năvodari Refinery (part of Rompetrol Rafinare) is the most important industrial asset in Dobrogea and the third largest contributor to Romania’s state budget. Rompetrol generated, during the period 2007 – 2025, payments of over 27 billion dollars paid to the state budget, with an average annual contribution of over 7 billion lei (1.4% of GDP in 2024). At the same time, the Group is one of the most important employers in Romania, with over 3,400 jobs direct jobs and approximately 15,500 indirect and induced jobs – commercial companies, partners or Rompetrol suppliers.

“We reiterate that, only at the level of Constanța County, the impact of the KMG International Group was 6.7 million dollars, in the last 5 years, through taxes and contributions paid to local budgets, the conduct of commercial activity generating about 2,300 jobs, from which 25 million dollars result, in the last 5 years, from payments of taxes and payroll taxes.

The company reserves the right to defend its commercial interests and will take all legal steps to protect its current activity and jobs.”
