Romania asked the European Commission and the European Network of Transmission System Operators for Electricity (ENTSO-E) to assess available production capacities, the level of balancing reserves, cross-border interconnection capacities, as well as the capacity of the electricity systems of neighboring states to provide support in the event of a further deterioration of the situation at regional level.

The State Secretary of the Ministry of Energy, Cristian Bușoi, participated on Tuesday in the meeting of the Electricity Coordination Group of the European Commission, the coordination structure at European level, where he presented the situation in Romania, the imminent closure of Unit 2 at Cernavodă, as well as the legislative measures taken by the Government to manage the situation.

“We have requested that the European Commission and ENTSO-E carry out an updated regional assessment, which should mainly target the available production capacities, the level of balancing reserves, cross-border interconnection capacities, as well as the capacity of the electricity systems of neighboring states to provide support in the event of a further deterioration of the situation at regional level,” the Secretary of State said in a statement.

Romania activated the “early warning” mechanism on Friday, in the context of recent developments at regional level, and on Monday evening notified the next level, “crisis situation” (art. 14-2 of Regulation 941/2019), said Cristian Bușoi, according to Agerpres.

“At the same time, I stressed the importance of clarifying and continuing discussions on the effective availability of emergency assistance mechanisms between transmission and system operators (TSOs) in neighboring states, including the early identification of any technical or other constraints that could affect the activation and provision of such support when the situation requires it,” the official added in the statement sent after the Electricity Working Group meeting. Bușoi also requested the organization, in a short time, of a bilateral technical discussion with the European Commission, to analyze in detail all the instruments and mechanisms available within the legislative and institutional framework of the European Union and that could be mobilized in the event of a further deterioration of the situation, including for certain interventions in the electricity market.
