Rețele Electrice Romania, part of the PPC group in Romania, launched on the SEAP electronic public procurement platform a public tender with a value of over 65 million lei (excluding VAT), financed from its own funds, for the modernization of the high-voltage installations of the 110/20 kV Basarabi transformer substation.
The transformer substation is located in the outskirts of the city of Murfatlar and has an important role in establishing the connection between different substations, being a significant node in the distribution network in the Dobrogea area. This is the largest electrical transformer substation in the region, at the interface with the National Energy System.
Basarabi substation serves over 10,000 customers in the area of Constanța Municipality and the localities of Agigea, Bărăganu, Ciocârlia, Medgidia, Murfatlar, Poarta Albă, Topraisar and Valu lui Traian.
The investment is intended to provide a better distribution service to customers in Constanța Municipality and nearby localities, as well as better stability of the network in the area, as Basarabi substation also ensures the distribution of important producers in the area, both from renewable sources and CET type.
The works included in the tender provide for the electromechanical equipment of the substation, by fully replacing the primary and secondary equipment. 18 new 110 kV cells will be installed: 13 110 kV line cells, two 110 kV power transformer cells, one 110 kV combined coupler cell and two 110 kV measurement cells.
The two 110/20 kV power transformers, each with a capacity of 25 MegaVolt-Amperes (MVA), as well as the neutral control and treatment equipment and the extinguishing coils will also be replaced. The works will also include the reconfiguration of all high-voltage equipment, by switching them from an overhead power line configuration to a mixed power line configuration.
The new equipment will be introduced into the existing telecontrol system, which ensures remote monitoring and operation of the network and the performance of rapid maneuvers without moving teams to the field. Thus, the planned and unplanned outage times will be significantly reduced.
In order to reduce the outage times of the high-voltage lines to the minimum possible during the works, the investment will be carried out in stages, the technical solution allowing this approach, since there is space available within the station premises for the relocation of all cells as the works progress.
In addition, a photovoltaic panel system will be implemented to cover a significant part of the equipment and station’s own energy consumption.
The deadline for submitting bids is 05.10.2026, and the works will last 36 months from the conclusion of the contract.
