Vehicles manufactured in the European Union (EU), the European Economic Area (EEA) or states party to the Mediterranean Treaty will be eligible under the Rabla program, which benefits from a budget increased to 300 million lei this year, Environment Minister Diana Buzoianu announced on Tuesday.
“Today we will publish the guide for the Rabla program, in order to streamline the implementation of this program as quickly as possible. We proposed keeping the value of the vouchers at last year’s level, so that there is no need to modify the platform and extend the implementation period of this project. But we have also introduced a new criterion, related to manufacturing in the EU, in the European Economic Area or in the states that are part of the Mediterranean Treaty. So, basically, if a car is manufactured in one of those states, it is eligible for any Romanian who wants to apply for the Rabla program,” said Diana Buzoianu, quoted by Agerpres.
She specified that the ministerial order will also be published on Tuesday and will enter a public consultation period.
“Today (Tuesday, editor’s note) the order will be published. It must remain transparent for ten days. I am convinced that there will be requests for debate, especially under the new conditions that are being imposed. I am convinced that there are operators who would have liked to import cars to Romania from other very distant continents. We will also hold public debates, we will have these 10 days of debate, of transparency. After 10 days, the order can be approved and then all its stages follow, the registration stages, the stages of submitting files”, said the minister.
According to her, the program will follow the same calendar as in the previous year.
“We will have the calendar that was last year, exactly the same calendar, with the same deadlines, with the same days that were established last year. Exactly the same calendar will be this year. The Rabla program will be able to start as the first stage in June, but it has all the stages to go through in the guide”, said Buzoianu.
The minister also announced an increase in the budget allocated to the program.
“Last year we had 200 million lei, this year we have 300 million lei, so it is an increase of 100 million lei,” said Diana Buzoianu.
The minister specified that the increase in the budget by 100 million lei reflects the support given to the continuation of the program and the objective of reducing the impact on the environment.
In her opinion, the new rules also aim to stimulate production in Europe.
“It’s one thing to bring a car from 20,000 kilometers, it’s another to bring it from 2,000 kilometers, in terms of environmental impact, and at the same time we also want a component to support production, for those who invest closer to Romania or even in Romania. We basically want to amplify, multiply the effect of this program, to have a much better effect on the environment, but also a much more important effect, a multiplier effect in the economy,” she explained.
In 2025, the eco-tickets granted through the “Rabla” Program had the following values: 18,500 lei – for the purchase of a new purely electric or hydrogen fuel cell vehicle, 15,000 lei – for the purchase of a new plug-in hybrid vehicle or an electric motorcycle; 12,000 lei – for the purchase of a new vehicle with a hybrid propulsion system; 10,000 lei – for the purchase of a new vehicle with a thermal propulsion system (internal combustion, including LPG/CNG engine) or a motorcycle.
