While the latest session of the vehicle scrappage subsidy program concluded in a matter of minutes yesterday, the Minister of Environment, Waters and Forests, Natalia Intotero, has promised that the 2027 edition will launch on schedule and with a significantly larger budget. The session, launched Tuesday by the Environmental Fund Administration (AFM) with a budget of 35 million lei, was exhausted fastest in the motorcycle segment-in under 2 minutes-and for electric and hybrid vehicles-in less than 6 minutes.

“The ‘Rabla 2027’ program will launch on time, with a budget established from the outset in consultation with manufacturers and dealers. For 2027, my primary goal is to prioritize vehicles from European Union manufacturers, alongside a much larger budget. For 2026, the budget was only 300 million lei-noting that, in the past, it reached 1.2 billion lei. Therefore, this program will be a priority. Immediately following its launch, there was immense demand from the public. Unlike the 2026 program, which allows citizens to purchase cars or motorcycles from anywhere in the world, for 2027 we intend to prioritize manufacturers based in the European Union. We will also introduce improvements if necessary,” stated Intotero. She added that discussions would be held with the Minister of Finance, Alexandru Nazare, regarding the budget for the new “Rabla” (scrappage) program.

“I have already spoken with Minister Nazare. We are in constant dialogue, and I hope to have another discussion as early as tomorrow to reiterate the need for this program. My goal is for the budget for 2027 to be approved by Parliament before the end of 2026, so that we can begin concrete discussions with the Environmental Fund Administration (AFM) as early as January. To reiterate, we are focusing primarily on countries within the European Union-the rationale being to support the industry in those nations, as well as, crucially, the industry here in Romania,” emphasized Natalia Intotero.

A new session of the 2026 “Rabla” program for individuals began on Tuesday, November 3, for those who were unable to register previously; the allocated budget is 35.389 million lei.

Of this total, 25.6 million lei is earmarked for the purchase of new vehicles with internal combustion engines (including those running on LPG/CNG) and hybrid vehicles; 9.239 million lei is allocated for new plug-in hybrid, fully electric, or hydrogen fuel-cell vehicles; and 550,000 lei is designated for the purchase of motorcycles or electric motorcycles. Under the “Rabla Auto” (Car Scrappage) Program, individuals are eligible for the following “eco-vouchers”: 18,500 lei for the purchase of a new, purely electric vehicle or one powered by a hydrogen fuel cell; 15,000 lei for a new plug-in hybrid vehicle or an electric motorcycle; 12,000 lei for a new vehicle with a hybrid powertrain; and 10,000 lei for a new vehicle with an internal combustion engine (including those running on LPG/CNG) or a motorcycle.
