R.Power, an independent power producer (IPP) with pan-European ambitions, is accelerating its storage-based growth strategy after completing a €250 million equity financing process with the EBRD and Three Seas Initiative Investment Fund (3SIIF). For Romania, the stakes are becoming concrete with the storage project in Scornicești (Olt County) – a planned investment of 127 MW / 254 MWh, which is expected to begin construction in 2026..
R.Power indicates that institutional investors grouped under 3S Holdings S.à r.l. (EBRD + 3SIIF) hold 29.3% of the company, with the remainder held by the founders and management team.
Development of BESS with market exposure
Scornicești is one of the first large storage projects in Romania with a merchant component (i.e., exposed, at least partially, to market revenues, not exclusively to support schemes).
In a system where more and more production comes from variable sources (especially solar and wind), large-scale BESS projects become “flexibility” infrastructure: they help balance the grid, reduce congestion, and can support system services where the market framework and regulations allow monetization.
The merchant component suggests a project that relies on the maturation of flexibility/system services markets and the bankability of associated revenue streams. Projects of this size can accelerate standardization (technical, contractual, and market) for BESS in Romania—from connection and operation to integration into balancing mechanisms.
