Nagy-Bege: Only four categories of consumers have to submit affidavits

Four categories of consumers could be affected by the obligation to submit an application and affidavits (declaration on their own responsibility) in order to benefit from a capped energy price, respectively those who use medical devices, families with at least three children, single-parent families with at least one child and consumers which have more than one place of consumption, said on Thursday Zoltan Nagy-Bege, the vice-president of the National Energy Regulatory Authority (ANRE).

“The 4 categories that could be targeted, so not necessarily in all cases, by the obligation to submit the application and declaration are those who use medical devices, families with at least three children and single-parent families with at least one child. And for these situations, the application and the statement were posted on the authority’s website since yesterday (Wednesday). Many of the providers have taken over, even improved these models and are posted on their websites. The law says that these three categories will benefit from the ceiling starting from the first day of the following month after they submitted the application,” explained Nagy-Bege.

He emphasized that, in the situation where the customer wants to apply the ceiling or one of the ceilings for a place of consumption other than the place of residence, only then must he submit an application and a declaration and indicate very clearly to the supplier for which of the places of consumption wants to receive a capped price.

“Theoretically, the model we posted can also be used, because the first part of the request, of the declaration, has a space where you can fill in the exact address for which the client wants to benefit from the capping. But this is exactly what we discussed with the suppliers. They have this freedom, to improve our application and declaration templates that we have posted, to diversify them, to customize them for each individual case, if they feel that it makes the clients’ tasks easier. Which I would like to specify because, after we posted these applications and declarations yesterday, many clients completed these applications and declarations and sent them to us: the applications and declarations should not be sent to ANRE. We have nothing to do with these applications and declarations, they are to be submitted to the suppliers with whom these customers, these electricity consumers have contracts,” emphasized Nagy, according to Agerpres.

On the other hand, he mentioned that there may be situations where a customer has several places of consumption and for each place of consumption the contract is with a different supplier.

“Obviously, the supplier has no way of knowing that the customer has other places of consumption, because he, in his system, sees a customer and a place of consumption. In this case, we agreed with the suppliers, until they receive no information from customers, to apply the ceiling, provided, of course, that the consumption falls within the values provided by law and we, the authority, will get involved, because, a few weeks ago, we announced that we had completed the online platform of change of supplier, which is a database with all places of consumption and all electricity and natural gas contracts in Romania, where we can exactly identify these cases,” he added.

ANRE announced on Wednesday, through a press release, that all household customers with a single place of consumption automatically benefit from the capped price according to monthly consumption, while the same type of customer which has both a residential address and home address, can benefit from the capped price only at one of the two addresses, based on a declaration submitted to the electricity supplier.
