Law to regulate the standards for connecting new homes to the grid

A new bill proposed by Gabriel Dumitrașcu with the support of Liberal Florin Roman regulates the connection to utilities in new quality standards for new buildings, before their sale.

The draft legislative initiative for completing and amending the Law no.10 / 1995, regarding the quality in constructions, approved by the deputies, requires the installation of authorized connections before the putting into use of the buildings.

„The high demand for new housing and legislative loopholes have enabled real estate developers to introduce housing space in the real estate market with inadequate utilities that do not meet the conditions and requirements of quality of life, even endangering safety and life of the occupants. Several incidents and explosions resulted in casualties and material damages, due to improper or inappropriate installations in new residential buildings that did not have signed reports of reception at completion of construction works or lacked authorized, appropriate and definitive connections, in accordance with the dwelling destination, has demonstrated the need to further legalize it,” says Gabriel Dumitrașcu.

„Even if the public eye identified investors, developers or owners of these buildings as moral culprits, hiding the state of construction and the risk to which the tenants are exposed, the law was inadequate in establishing responsibilities and sanctioning the facts. We have clearly established the responsibility of investors and real estate developers who allow the use of the construction before signing the reception at the end of the works, whether we are talking about new, refurbished, reinforced, transformed or expanded buildings and sanctioning them with fines if the act is not a penal crime.”
