Ilie Tutunaru, Moldovagaz: The gas market in the Republic of Moldova is liberalized

In the last year, the regulatory framework in the field of gas has changed significantly in the Republic of Moldova, as some laws were issued to facilitate market liberalization, said Ilie Tutunaru, Member of the Board, Moldovagaz, within the event Regional approach: Chisinau 2021, organized by Energynomics.

“The notion of backhaul transport service was introduced in the natural gas law, which allowed the introduction of a new type of service in the field of gas transmission. Title VI has been amended, regarding the balancing of the network, the new rules of the gas market came into force, at the end of 2020″, he added.

“The natural gas market in the Republic of Moldova is liberalized and the number of licensed suppliers has increased over the last two years,” he said. Although the number of suppliers increased by 6 last year, and by 5 this year, to 25 licensed companies, not all suppliers are active, he explained. “But the possibility to enter the market in the Republic of Moldova exists”, commented Tutunaru.

Moldovagaz is the market leader in Moldova on the supply side, with a market share of 92% in the first half of this year, similar to that of 2020. It is followed by Transautogaz (also owned by Moldovagaz), with 3.4% in the first half of this year (H1 2021) (down from 4.2% last year) and SD Engineering, with 1.8% in H1 2021 (up from 0.9% in 2020). “New suppliers have entered the natural gas market in 2020, especially amid attractive prices during the pandemic.”

In H1 2021, gas was mainly purchased from Gazprom, and the market was dominated by population consumption (38.4%), the energy complex (35%), economic agents (22%) and public institutions (4.5%), the representative of Moldovagaz also showed.
