The Department for Emergency Situations and the Intelligent Energy Association have launched a guide on how to behave in the event of a major breakdown of the electricity transmission or distribution network. The document is not intended to sound the alarm, but to give citizens clear and practical advice on how to deal with a longer blackout.
Although such a major breakdown is not expected in Romania, the reality of recent years shows that extreme weather events – storms, snow, floods – can always cause significant disruptions. In such situations, a minimum of preparation and following simple rules can make the difference between discomfort and vulnerability.
Before a blackout
Experts recommend preparing an emergency backpack that is always to hand. The full list of useful items – water, non-perishable food, flashlight, batteries, basic medicines, portable radio – can be found on the national platform fiipregatit.ro.
During the blackout
During a major blackout, information from official sources is essential and radio remains the safest means of communication. It is advisable to keep a light switch on to immediately observe the return of electricity and at the same time to unplug household appliances to protect them from possible fluctuations when the power comes back on.
Also, check on vulnerable relatives and neighbors and avoid unnecessary travel. Maintaining a protective microclimate – effective heating in winter, protection from the heat in summer – as well as maintaining hygiene and food are important for comfort and safety. Equally important is contact with the community: mutual support and communication reduce feelings of isolation and anxiety in crisis situations.
After power is restored
Once power is restored, electrical appliances should be gradually reconnected to allow the system to stabilize. Cables that have fallen to the ground should not be approached and reported immediately to the authorities. Food and medicines that have run out of refrigeration should also be assessed and official drinking water instructions followed.
Another essential detail is to re-pack your emergency backpack after use, so that it’s always ready to go at a moment’s notice.
“Preparing the population is an essential pillar of the European strategy to prevent and respond to threats. We want every citizen to be aware that proper preparation can make them their own savior in crisis situations,” emphasized Raed Arafat, head of the Department for Emergency Situations.
Beyond the message of individual empowerment, the guide also calls for community solidarity. “A strong community is a community ready to face any unforeseen situation,” said Monica David, president of the Intelligent Energy Association.
