The Ministry of Energy has issued a new project through which the Government will have Lukoil assets in Romania under direct supervision. Thus, the draft Decision on the establishment of extended supervision over entities in the energy sector designates Ion – Bogdan Bugheanu as supervisor.
“Considering the situation generated by the Russian Federation’s war of aggression against Ukraine, which led to the adoption of sanctions by other states against the Russian Federation, which are not mandatory for Romania but which produce effects on the territory of Romania, this decision aims to continue under state supervision the commercial activities carried out by the entities targeted by these international sanctions, to supervise their financial flows, and at the same time to ensure a balance of the internal market in terms of the supply of petroleum products,” the explanatory note states.
The measures are proposed to be adopted in the context of the actions of the Office of Foreign Assets Control (OFAC) of the United States Treasury of October 22, 2025, which target the Russian Sanctions Regulation on Harmful Foreign Activities – The main deadlines considered in connection with the activity of the Lukoil group in Romania are April 29, 2026, the date on which the license no. 128B expires, which allows for the performance of transactions related to Lukoil filling and distribution stations outside of Russia, and February 28, 2026, the date on which the license no. 131B expires, which allows for the performance of transactions necessary for the ultimate purpose of the sale of the international assets of Lukoil International Gmbh and the entities owned directly or indirectly by this company in a percentage of at least 50%.
