Europe’s wind energy workforce grows, more is needed

    Europe’s wind energy sector is consolidating its role not only as a pillar of energy security and decarbonization, but also as a major employer across the continent. According to WindEurope’s Europe’s Wind Energy Workforce Report, the industry supported 442,800 jobs in 2024, underlining its expanding economic footprint well beyond turbine manufacturing and wind farm construction.

    Almost half of these jobs, around 210,700, are direct positions within the wind industry, while the rest are indirect roles generated along the value chain, from logistics and ports to engineering services and construction. Onshore wind remains the main employer, but offshore wind is gaining ground rapidly, now accounting for roughly one fifth of all direct wind jobs in Europe. Manufacturing is the backbone of employment, concentrating nearly half of all direct jobs and supported by more than 250 component factories spread across the continent.

     

     

    Viewed through the lens of this map, Romania appears only marginally integrated into Europe’s wind manufacturing geography. While Western and Northern Europe display dense industrial clusters spanning blades, towers, nacelles, cables and services, Romania is represented by just a handful of isolated facilities. This contrast highlights a structural gap rather than a lack of potential. Romania sits close to key wind deployment markets in the Black Sea region and Southeastern Europe (Greece and Turkey), yet its domestic manufacturing base remains thin and fragmented. In the context of Europe’s push to reshore and secure strategic clean-energy supply chains, this underrepresentation points to a clear opportunity.

    The authors of the report expect the workforce will grow by 2030, with wind energy employment in Europe projected to reach around 607,000 jobs, assuming annual installations of roughly 30 GW. In the EU alone, employment could rise to 483,000 jobs, even though current installation trajectories still fall short of the Union’s 425 GW wind capacity target for the end of the decade. The figures make clear that workforce availability will be a determining factor for whether Europe can translate policy ambition into installed capacity.

    The report also highlights an increasingly acute challenge: skills shortages. Engineers, technicians, commissioning specialists and project managers are already in short supply, and the gap is expected to widen towards 2030, particularly for blade technicians, field engineers and pre-assembly support staff. Without targeted training, reskilling and workforce planning, these bottlenecks risk delaying projects and driving up costs.

    WindEurope warns that delivering Europe’s wind ambitions requires treating workforce development as strategic infrastructure, on par with grids, ports and permitting. Better data, harmonized job classifications, scaled-up training and closer cooperation between industry, governments and education providers are no longer optional. They are prerequisites for ensuring that the energy transition is not constrained by a lack of people with the right skills, in the right place, at the right time.
