The European Commission will propose a binding target for reducing electricity consumption and a tax to direct energy company profits to support struggling consumers, according to a draft document seen by Bloomberg.

During this week, the Community Executive will present its proposals, which will need the approval of the member states. A meeting of European energy ministers that took place last Friday highlighted the existence of different views within the EU bloc and for now it is not clear how much of Commission President Ursula von der Leyen’s plan will survive the negotiations.

According to the document consulted by Bloomberg, the European Commission will propose that the 27 EU member states introduce “an exceptional and temporary contribution” from companies operating in the oil, gas, coal and refining industries based on additional taxable profits made in the fiscal year 2022, according to Agerpres.

Also, the Community Executive will propose two targets regarding the reduction of electricity demand: an objective regarding the reduction of general consumption and a mandatory objective regarding the reduction of demand during certain hours when a consumption peak is recorded.

Among the Commission’s proposals, there will also be a ceiling on the excessive revenues generated by those companies that produce electricity from sources other than natural gas, through a limit imposed on the price of electricity generated from technologies such as renewable, lignite or nuclear energy.

This working document must be approved by European commissioners on Tuesday, before President von der Leyen presents the details in her annual “State of the Union” speech, scheduled for September 14 during the plenary session of the European Parliament in Strasbourg .
