Three bids were submitted for the Grozăvești CHP (CET) modernization contract, worth 600 million lei, financed by the Modernization Fund, according to a press release from Electrocentrale București S.A. (Elcen).
According to the cited source, the three candidates are: Asocierea Loial Impex SRL – SSAB AG SA – Invest Servicii Comerciale SRL – Moldproiect ASD SRL, Asocierea Elsaco Electronic SRL – Atzwanger AG – Mercurio – Kawasaki – Concelex SRL and Calik Energi Sanayi Ve Ticaret Anonim Sirketi.
“The positive response from the relevant market comes at a critical moment. If yesterday the Grozăvești CHP was put back into operation in cogeneration mode to supply 30 MW to the National Power System in the context of the energy alert, today’s opening of offers shows that Elcen is advancing in parallel with the definitive and modern solution for this historic power plant. The current energy alert context once again highlights the acute need for new, flexible and dispatchable capacities in the band. The project of the new power plant in Grozăvești is designed precisely to provide this predictability and security that the National Power System and the district heating network need”, a press release quoted by Agerpres states.
The investment at CET Grozăvești, valued at approximately 600 million lei, benefits from non-repayable financing from the Modernization Fund (based on the contract signed in November 2024) and aims to build a modern capacity of 32.5 MWe and 41 MWt.
Equipped with state-of-the-art technology based on a gas turbine and a recuperator, the new unit will be “hydrogen ready” – ready to use hydrogen gas mixtures as the market develops, and the major benefits of the project aim at: continuous supply of electricity in the National Energy System (SEN) and thermal energy for consumers in Bucharest; achieving an overall efficiency of 81.05% and reducing primary energy consumption; reducing greenhouse gas emissions and strictly complying with European requirements regarding the best available techniques (BAT).
Company representatives state that, within the Evaluation Commission, the technical and financial documentation submitted by the three bidders will be analyzed in accordance with the legal provisions, and will designate the winner of the EPC (Engineering, Procurement and Construction) contract.
The CET Grozăvești project represents the third major procurement procedure carried out by Elcen within the strategic program for the modernization of its power plants (CET București Sud, CET Progresul and CET Grozăvești), whose cumulative investments reach approximately five billion lei.
