The European Investment Bank (EIB) is aligning its energy strategy with the European Union’s objectives regarding strategic autonomy, decarbonization, and the modernization of critical infrastructure, at a time when the energy sector is becoming pivotal to European economic competitiveness, said Marius Cara, Head of the EIB Group Office in Romania.
“In 2025, our investments in energy amounted to 33 billion within the European Union, which contributed to the mobilization of a total of 108 billion for energy projects,” he said, at the Energy Strategy Summit 2026, organized by Energynomics.
The EIB official noted that the energy transition can no longer be approached in a fragmented manner, but rather through an integrated vision that connects European energy production, grids, and financial markets. In this regard, modernizing energy transmission and distribution infrastructure remains a major priority, including in Romania, where the EIB supports large-scale projects in the sector. “In the current context, we can no longer focus solely on production. We must adopt an integrated vision. The energy market, together with the capital market in the EU—the unification of these markets is key to the EU’s development and to increasing our autonomy,” Marius Cara emphasized.
In Romania, the EIB has provided significant financing for the modernization of electricity and gas networks, including 425 million euros for Electrica and 200 million euros for Delgaz Grid, as well as technical advisory support for Transelectrica. The institution also supports the development of the energy mix, including through investments in nuclear power, renewable energy, and energy storage, as well as through green financial instruments. The EIB has been one of the pioneers of the green bond market, a segment in which it has issued over 135 billion euros, thereby strengthening investor interest in sustainable financing.
In the institution’s view, Romania has significant potential in the region, particularly in the areas of grid modernization, the digitalization of the energy sector, and the development of strategic offshore and storage projects, which have an impact on long-term energy security.
