EIB: Financing worth 1.6 bln. euro in Romania in 2025

    The total value of EIB Group financing in Romania in 2025 amounts to €1.6bn, with the main projects targeting the transport and energy sectors. Over half of all EIB Group operations in Romania have directly contributed to climate action and environmental sustainability, and 88% of the Group’s portfolio supports Romania’s economic convergence with the EU average, according to a statement from the EIB Group.

    From new motorways across the Carpathian Mountains and modernised railways to green bonds financing clean energy, the European Investment Bank Group (EIB) has played a key role in supporting Romania’s economic transformation by 2025. With EUR 1.6 billion in new financing in Romania last year, the EIB Group helped mobilise a total of EUR 5 billion in investment, equivalent to 1.3% of the country’s gross domestic product (GDP), underpinning greener growth, stronger connectivity and long-term competitiveness.

    Almost 90% of the financing targeted cohesion objectives, while over half of all operations contributed directly to climate action and environmental protection.

    Investments were focused on the areas with the highest impact. More than EUR 1.17 billion supported cohesion objectives through improved transport connections and urban infrastructure. Almost EUR 185 million was invested in energy projects, accelerating the transition to cleaner energy. Small and medium-sized enterprises (SMEs) received over EUR 170 million, while more than EUR 150 million supported innovation, digitalisation and human capital development.

    “Romania is moving towards a greener, more connected and competitive economy. The EIB Group is proud to support investments that strengthen transport and urban infrastructure, drive the clean energy transition and foster long-term growth for communities across the country. These projects lay the foundations for a sustainable and resilient future within the EU,” said EIB Vice-President Ioannis Tsakiris.

    According to the latest annual results, EIB Group financing in Romania over the past five years exceeds EUR 10.1 billion, highlighting the Group’s sustained commitment to the country.

     

    Infrastructure and energy flagship projects

    One of the most emblematic projects of the year was the EIB’s support for the A1 motorway, a vital transport link across the Carpathian Mountains. A first tranche of EUR 500 million of an EIB loan is co-financing a 122 km section between Pitești and Sibiu, part of the Trans-European Transport Network (TEN-T). Once completed, the motorway is expected to improve road safety, shorten travel times and strengthen economic links between Bucharest, western Romania and the wider European Union. The total cost of the project is estimated at EUR 5.5 billion, with the EIB planning to provide a loan of up to EUR 1 billion alongside EU grants and national funds. The project is also supported by the EIB’s Advisory Services.

    Romania’s clean energy transition also gained momentum in 2025. In July, the EIB acted as anchor investor in Electrica’s first corporate green bond, a EUR 500 million issue listed on the Luxembourg and Bucharest stock exchanges. Strong investor demand underlined the increased confidence in Romania’s renewable energy sector, with funds allocated to projects aligned with the EU taxonomy for sustainable activities.

    In addition to financing, the EIB Group has also expanded its involvement in technical assistance. Through JASPERS, the EIB has launched a mission with the Ministry of Investments and European Projects to prepare investments in integrated urban mobility in the Jiu Valley, a key region targeted by the just transition. As part of this mission, it will support six municipalities, with planned investments of around EUR 30 million. Advisory support also continued for the long-term modernisation of the Bucharest metro network, covering feasibility studies, contractual aspects and a network-wide energy efficiency strategy.

    The European Investment Fund (EIF) complemented these efforts by mobilising EUR 346 million in guarantees and equity instruments for innovation and SME financing. In 2025, Romania joined the EIF-managed Export Credit Guarantee Facility for Ukraine, under which Exim Banca Românească received a guarantee of EUR 43.75 million to support trade flows between the EU, Romania and Ukraine.

    With a strengthened capital base and an increased annual investment ceiling of up to EUR 100 billion, the EIB Group is well positioned to respond to the EU’s call for increased investment in security, energy autonomy and strategic issues, including in cohesion countries such as Romania. Supported by a strong portfolio of projects and advisory missions, the EIB Group will continue to work closely with Romanian partners to bring tangible benefits to citizens and companies across the country.
