Dan Marinescu: Restart Energy works for more PV power plants in Romania

Based on previous experience in the supply market and building on a joint venture with Washington DC-based Interlink Capital Strategies, Restart Energy eyes significant investments in PV power plants. Dan Marinescu, Business Development Manager for Romania and the Republic of Moldova at Restart Energy, talked about the company’s plans at the Regional Approach Brussels conference, organized by Energynomics.

“We issued the first convertible green bond on the Romanian stock market, and as many of you probably know, our commitment for 2025 is to develop up to 500 megawatts, based on an investment of around 100 million euros per year”, Dan Marinescu said. He mentioned an agreement signed recently with Transelectrica for a 50 MW PV power plant and mentioned that another agreement is to be signed very soon. “We consider that today, the photovoltaic systems are among the safest and cheapest to produce clean energy for a long period, with minimal maintenance costs. They have an average cost of electricity production of 25 Euro / MWh during the life of the installation. So green energy it’s a big opportunity right now”, he added.

The company opened a subsidiary in the US, which is jointly owned by Restart and Interlink, and Dan Marinescu plans to open a new office in Chișinău, “depending on the situation at the northeastern border”. The war in Ukraine “forces us to speed up this process of modernizing the Romanian energy sector” for increased energy independence, believes Dan Marinescu. “I am talking not only about green energy but also about a mix of wind, solar, biogas, nuclear, hydro, coal power plants”, he added. He urged for taking action after many years of just talking.  “It’s time to put the speeches into action: big investment plans from investors like us and setting up the proper legislation from central and local authorities.” The investors have little expectations from the authorities, Dan Marinescu said: “We don’t ask too much, we just don’t want to be hindered, we want to be allowed to do our job. That’s all we ask of the local authorities”.

Restart Energy is a company with more than 150 employees, founded by CEO Armand Domuță in 2015. In 2021, the company took the strategic option to focus exclusively on green energy, especially on photovoltaic systems.
