Conpet tariffs could increase by more than 16% in 2022

The tariffs charged by Conpet for the transport of crude oil, gasoline, condensate and ethane could be increased by 16.44% from 2022, if the ANRM proposal put into public consultation on November 4 (in RO) will be approved by the authorities.

For the activity of the domestic subsystem, the tariff would rise from 91.03 lei/ton to 106 lei/ton (by 16.44%). For the activity of the import subsystem the average increase would be 9.2%, the proposed change to the transport tariffs for refineries are:

For the Arpechim refinery, the tariff could increase from 42 lei/ton to 47.12 lei/ton for the tranche less than 120,000 tons/month and from 17.90 lei/ton to 37.7 lei/ton for the tranche greater than 120,000 tons/month.

For the refineries in the Ploiești Basin (Petrobrazi and Lukoil), the increase proposal is from 40.9 lei/ton to 45.89 lei/ton for the tranche of less than 120,000 tons/month and from 17.6 lei/ton to 36,71 lei/ton for the tranche higher than 120,000 tons/month.

For the Petromidia refinery, the proposal to increase the tariff is from 16.5 lei/ton to 18.51 lei/ton for the tranche of less than 120,000 tons/month and from 14.4 lei/ton to 14.81 lei/ton for a tranche of more than 120,000 tons/month.

The argumentation of the request are invoked the inflation between September 2020 and September 2021 (6.29%), the increase of energy prices in the last three months, the increase of personnel expenses, but also the reduction of transport quantities in 2022. According to Conpet data, in 2022, the company expects a reduction by 14.36% of the transported volumes, about 487,104 tons, which would mean a reduction of revenues, calculated on the current tariffs, of about 44.34 million lei.

Despite the increase in tariffs, Conpet states that the profit margin will be reduced in 2022. The company pays dividends to the state budget at a rate of 90-98%.
