The implementation of the measure to ban individual apartment buildings in the new blocks of flats will be done gradually, because there are many investments already started, authorized, thought, designed, under execution, said on Thursday, in a press conference, the Minister of Environment, Waters and Forests, Barna Tanczos.
“Regarding the apartment central heating, my statement last year was clear, a two-part sentence. We will propose a ban on individual central heating in new blocks, and everything that is taken as the first part of the sentence is fake news: we do not consider interventions on individual power plants in already installed units. We will propose a limitation of these individual solutions only in new constructions. We will propose a bill, we will analyze in the Coalition and in the Government the variant of the Ministry of Environment. If there is availability of approval by Emergency Ordinance it will be approved by Emergency Ordinance, otherwise it will be sent to the Parliament. The implementation must be gradual, not from today to tomorrow, because there are many investments already started, authorized. There, in any case, the legislator cannot intervene retroactively,” the minister said, according to Agerpres.
According to the official, there is a need for a normalization of urban planning issues, with medium and long-term planning, respectively compliance with rational legal conditions and sustainable operation.
“For the future we have to take a first step towards normalizing these urban issues, first and foremost. We see what is happening with the road infrastructure in the new neighborhoods. Very often it does not exist and is a source of pollution, because the mud is brought every day in the city from those new neighborhoods, where the infrastructure has not been prepared in advance. We see what is happening with the electrical installations.
”More recently, there are problems with the designed capacities, because if someone saved money and did not require the installed power needed to start 200 air conditioners at the same time, it is normal that in some neighborhoods the problems appear and the dissatisfaction of the new owners there. Urbanism means medium-term, long-term planning, compliance with rational legal conditions and sustainable exploitation. If they are missing, there are problems with pollution, electricity supply, wastewater management or drinking water in these neighborhoods,” said Barna Tanczos.
