A legislative proposal to amend and supplement the Electricity and Natural Gas Law, signed by eight parliamentarians, including the PSD deputy Iulian Iancu, prohibits the signing of bilateral direct energy sales contracts negotiated directly, according to e-nergia.ro.

According to investors and experts, power purchase agreements (PPAs) would be the only way to relaunch investments in the electricity generation sector, given that no new MW has appeared for years, and Romania is increasingly dependent on imports.

Bilateral contracts allow the collateralization of bank loans, through which new energy projects can be financed. In their absence, banks cannot offer loans, as there is no reliable long-term income.
