Legislation, Technologies and Partners for Energy Efficiency (Craiova, May 22)

The third edition of the series “Energy Efficiency for Big Results” – “Safer Economics through Energy Efficiency”, brought together at the Ramada Hotel in Craiova more than 50 people from the area interested in this topic. Organized with the support of the National Regulatory Authority for Energy – ANRE, the conference was opened once again by a representative of the Department for Energy Efficiency – Bogdan Anton.

He reminded the audience about the signing of the Paris Agreement in 2015, which led to the elaboration of the Clean Energy for All Europeans legislative Package, which Romania is also trying to implement. The package targets three objectives – a greater role for energy efficiency and for renewable resources in mix, and consumer protection. As part of this legislative package, the Energy Performance of Buildings Directive was the first to amended in July 2018, “as buildings in Europe are responsible for 40% of gross final energy consumption and 45% in Romania,” said Bogdan Anton. Buildings are responsible for one-third of greenhouse gas emissions.

Surprisingly enough, Romania has the lowest primary energy consumption per capita in the 28 EU Member States (1,648 toe / inhabitant in 2017), almost twice as low as the EU27 average in the same year (3,052 toe / inhabitant). At the same time, in Romania, the household energy consumption per capita registered in 2017 accounted for only 69.6% of the EU27 average. “Differences with the Nordic countries are normal given the differences in climatic conditions. However, there are also differences with countries with similar or even milder geo-climatic conditions (Italy, Slovenia, Croatia, etc.)”, observed Bogdan Anton.

He also presented several relevant figures from the ANRE’s Energy Efficiency Reports and exposed the financing opportunities through the Horizon 2020 Program.

GEFF – Green Economy Financing Facility in Romania

Tractebel helps banks to understand and finance energy efficiency projects, explained Mark Velody, Project Manager, EBRD GEFF Romania.

The most recent program in execution – the 100 million Euro GEFF – means financing of green residential projects, through Banca Transilvania and UniCredit. Tractebel provides training and technical consultancy for funding projects, said Velody.

“We are addressing people who can be funded by banks. Credit is cheaper, because EBRD uses concessional financing from TaiwanICDF. EBRD also has financing from the Global Environment Facility (GEF) for technical assistance. So far, we have funded more than 1,900 projects totaling 60 million euros.”

Kawasaki: Cogeneration, a subject of national importance

Cogeneration is one of the ways to increase energy efficiency, both in the industrial sector and in the public sector, says Cristian Athanasovici, Development Director, Kawasaki Gas Turbine Europe GmbH.

New technologies proposed by Kawasaki include gas turbines and internal combustion engines. The selection of the cogeneration technology is based on the consumption curves, the variation of the heat and electricity volumes. Their annual and daily developments need to be analyzed, according to which energy needs should be calculated, with taking into consideration of network losses.

After analyzing the consumption profile and the simultaneity of consumption (electric and thermal), there are calculated minimal, average and maximum consumption for both industry and municipal beneficiaries.

After selecting the technology, CAPEX analysis and impact on profit are performed. High efficiency cogeneration criteria and operating costs are taken into account. Then, the financing solution is analyzed: grants – money for high efficiency cogeneration for industry and municipalities, respectively own funds.

Another financing solution is the BOT (Build-Operate-Transfer) or BOOT (Build-Own-Operate-Transfer) systems, where the price of energy sold by the operator should be attractive.

Then there are grants from other sources, such as those from the EU, the Nordic countries, Switzerland.

Eaton: Energy efficiency means cost savings

Everything is possible today due to energy, and dependence on energy will increase, said Catalin Crivineanu, Partner Account Manager, Power Quality Department, Eaton Romania.

“Throughout its history, Eaton has grown mainly as a result of acquisitions. We can offer a large portfolio of electrical infrastructure products. In Romania, in addition to offices, we are present with three factories, where we produce part of the product portfolio.”

Eaton UPSs installed since 2009 have saved about 214 GWh to date.

At the same time, Eaton’s energy storage solutions cover both residential and industrial sectors, in partnership with Nissan, using automotive batteries. Batteries can be managed according to consumer wishes.

Another solution presented was UPS as a reserve, the energy in the batteries being injected in the grid in order to generate additional revenue and for adjusting the frequency of the grid according to customer-selected scenario.

Enevo: We would like to have more projects in Romania

Enevo is not a manufacturer of equipment, but a system integrator, explained Cristian Dragomir, project manager at Enevo Group. Enevo deals with engineering, automation, SCADA, power stations. “In terms of energy efficiency, we are involved in power factor correction projects, drives and automation.”

Enevo began with projects in Romania five years ago when it entered the renewable energy market, but constantly expanding the projects’ portfolio both locally and international markets.

”We are now talking about power generation, transmission, distribution, energy efficiency, cogeneration and all related fields. We work with most of the big technology vendors in the world, we bring engineering and services over their established solutions, delivering for our customers turn-key and customized applications. We are also involved in the technological and dispatching processes. At the same time, we are rehabilitating medium-voltage and high-voltage substations, and we have done this in critical projects and even a record 10-day period for a steel plant”, said Cristian Dragomir.

Enevo works especially in Saudi Arabia and the Middle East, but it would like to work more in Romania. “We would like to have more projects in Romania,” says Dragomir, but for now about 60% of the group’s turnover comes from exports.

About the campaign

Between February and November 2019 we scheduled seven conferences aimed to highlight the need for and the benefits of implementing energy audits, with examples of actions and technologies for increased energy efficiency.

Each conference features top speakers and themes such as: legislation and regulation in energy efficiency, financing for energy efficiency projects and support for public authorities and SMEs.

  1. Inainte de a vorbi de eficienta ,poate spune unul dintre participanti unde mai exista cogenerare in tara,iar putinele locuri unde exista (vezi Oradea) sa nu fie subventionata ?
