Transelectrica signs two contracts worth over 350 mln. lei from the Modernization Fund for investments in grid modernization

    On August 28, 2026, the National Electricity Transmission Company Transelectrica signed with the Ministry of Energy two financing contracts from the Modernization Fund, totaling over 351 million lei, for the investment projects “Optimization of the operation of overhead power lines by expanding the DigiTEL Smart Lines online monitoring system” and “Increasing the quality of voltage regulation in the Gutinaș station”.

    The two investments aim to increase the safety and efficiency of the operation of the Electric Transmission Network, by implementing advanced monitoring and regulation technologies, as well as increasing the capacity of the National Power System to integrate new production capacities from renewable sources.

    Transelectrica submitted, in August 2025, the applications for the two projects in order to obtain non-reimbursable financing from the Modernization Fund, to the Investment Committee for the Modernization Fund and the European Investment Bank (EIB), in accordance with Commission Implementing Regulation (EU) 2020/1001 and Directive 2003/87/EC.

    The European Commission approved the non-reimbursable financing from the Modernization Fund for the two projects, the total approved amount being 351,143,076.76 lei, excluding VAT, equivalent to approximately 67 million euros.

    For the project “Optimization of the operation of overhead power lines by expanding the DigiTEL Smart Lines online monitoring system”, the total approved amount from the Modernization Fund is 18,623,422.30 euros, equivalent to 97,650,052.49 lei, excluding VAT. The main objective of the project is to increase the operational safety of overhead power lines, through online diagnosis and estimation of their technical condition, based on data obtained in real time.

    An important component of the investment is the operationalization of the Dynamic Line Rating (DLR) concept, by providing the System Operator with precise and real-time information, which will allow for better use of the transmission capacity of overhead power lines and its adaptation depending on weather conditions. The implementation of this solution will contribute to reducing risks and increasing the reliability and efficiency of the operation of overhead power lines.

    The project consists of the acquisition and installation of online monitoring systems for 27 overhead power lines in all areas of the country and is included in the Electricity Transmission Network Development Plan for the period 2026–2035, thus being part of the continuity of the Company’s strategy for the modernization and digitalization of the electricity transmission infrastructure.

    Regarding the project “Increasing the quality of voltage regulation in the Gutinaș substation”, the total amount approved from the Modernization Fund is 48,345,162.35 euros, equivalent to 253,493,024.27 lei, excluding VAT.

    The project aims to modernize the electricity transmission network in the Moldovan area by implementing an advanced dynamic voltage regulation solution.

    The Gutinaș substation, a critical node in the transmission network in eastern Romania, will be equipped with a STATCOM system with a capacity of ±150 MVAr, connected to the 400 kV bus. The equipment will allow continuous and rapid regulation of reactive power, contributing to voltage stabilization under conditions of rapid load variation, reducing technological losses, estimated at 3,283 MWh/year, additional integration of approximately 500 MW from renewable sources and increasing the operational safety of the National Power System (SEN).

    The project is included in the RET Development Plan 2022–2031 and is aligned with national and European objectives regarding energy transition and decarbonization. It is also part of the CARMEN initiative, being recognized as a Project of Common Interest (PCI) at the European Union level.

    By signing the two financing contracts and attracting over 351 million lei from the Modernization Fund, Transelectrica continues to implement investments aimed at modernizing and digitizing the Electric Transmission Network, increasing safety and efficiency in operation and developing the capacity of the transmission infrastructure to integrate electricity production from renewable sources.
