Sph3ra: Five sources of funding for transition and energy efficiency

In addition to equity and bank financing, non-reimbursable sources are an understandable attraction and driver for the development of energy efficiency and renewable energy projects. Andreea Carp, Director of EU Funds and Public Procurement at Sph3ra Management Solutions, outlined the main programmes and funding lines that could be accessed in the next 6-8 months.

“There are 5 programmes that target energy efficiency components,” said Andreea Carp, at the conference “Energy Efficiency for Energy Transition” organised in București by Energynomics together with the Romanian Energy Efficiency Fund – FREE and the Directorate for Energy Efficiency within the Ministry of Energy.

The one that is closest in terms of access – as early as November this year – is the one targeting renewable energy capacity for the agri-food sector. This makes available around 500 million euros for investment in renewable energy capacity, depending on installed capacity.

For units smaller than 1 MW, the funds available amount to 300 million euros and are targeted at micro-enterprises and SMEs.

For plants above 1MW, the budget allocated is 200 million euros. The funds are earmarked for large companies whose main or secondary activity is electricity generation.

The Romanian Modernisation Fund intends to allocate 1 billion euros for SMEs (including start-ups), large enterprises and autonomous regions.

Romania intends to reach an installed capacity of 5,000 MW in renewable electricity generation plants benefiting from the Contracts for Difference (CfD) provisions, and two tender sessions for large projects are currently underway.

“We have two bidding sessions for large projects, but we are reserved that the first bidding will be done by the end of the year. The objective is to have 5,000 MW complementary to the NRRP or any other renewable energy financing programme,” added Andreea Carp.

Totodată, prin programul operațional pentru Tranziție Justă se vor finanța proiecte de retehnologizare de dimensiuni mici și medii în șase județe. Aceste investiții sunt complementare programelor operaționale regionale, a mai spus Carp.

The conference in Buvharest was the last of a series of 5 scheduled by the Energynomics communication platform, the Romanian Fund for Energy Efficiency – FREE and the Directorate for Energy Efficiency within the Ministry of Energy. The project was financed by Norwegian Grants 2014-2021.
