Romgaz will become a direct supplier of natural gas, in a move aimed at reducing market prices, following the model launched on the electricity market by Hidroelectrica, Energy Minister Bogdan Ivan announced on a television station on Saturday.
“Romgaz will submit a bid sometime in March. They are currently in the process of hiring those people who deal exclusively with the supply segment, a memorandum is to be approved by the Romanian Government so that they can make those hires. They have already purchased the software, they have all the licenses. The important thing is this: once they enter the market on the Hidroelectrica model, they will be the ones who will come with a very high cost optimization and automatically with very good offers, as Hidroelectrica is the reference price today on the household consumer market, and Romgaz will also be on the natural gas market. They will be able to offer by March 31st at the latest. We have also taken a buffer period of 2-3 weeks. They are prepared to do this by the end of February,” said Bogdan Ivan, Minister of Energy, to Digi24.
Who are the main suppliers
The natural gas supply market in Romania is concentrated around large players, but has also allowed smaller suppliers to increase their market share.
The most important natural gas suppliers in Romania are (2024-2025):
ENGIE Romania: Holds a significant market share, being one of the main leaders in supplying domestic and industrial customers.
E.ON Energie Romania: Another major player with a significant share in natural gas supply.
OMV Petrom: One of the largest producers and suppliers, with a solid presence in both production and supply.
Premier Energy: Became a very strong player following the takeover of some distribution and supply companies.
Electrica Furnizare: A significant presence in supplying end customers.
Other suppliers (Nova Power & Gas, CPL Concordia, Axpo Energy, etc.). Smaller suppliers have seen their market share increase, reaching a significant share of the market, with their combined share increasing from 21% to around 29% in 2025, according to recent analyses.
Romgaz is the main natural gas producer in Romania, playing a crucial role in the market. In the first quarter of 2025, Romgaz supplied 37% of its gas to E.ON and Engie, 23% to large thermal and electricity producers and the rest to other customers. Romgaz’s production market share rises above 54% in certain periods.
Market Potential
According to a study, about 72% of the Administrative-Territorial Units in Romania were not connected to gas in 2018. According to INS data, 66% of the population (approximately 14.7 million inhabitants) benefit from access to gas, but, according to an EPG report, only 44.2% were actually connected to gas (EPG, 2018).
Since then, things have not changed much: Approximately 40% – 50% of households are not connected to the natural gas network and use alternative methods (such as LPG cylinders or wood for heating) at present.
Some recent sources (October 2025) report that approximately 70% of the localities in the country are not connected to gas pipelines.
In recent years (2022-2024), the pace of connection has been slow, with approximately 170,000 new households connected, but the degree of coverage has lagged behind the proposed objectives.
