The Ministry of Energy, together with the operator of the CfD scheme – Transelectrica, announces the organization of the third tender for the Contracts for Difference (CfD) support scheme, dedicated to the production of electricity from onshore wind and solar photovoltaic renewable energy sources. The selection procedure will run from October 21-25, 2025, and the deadline for submission of applications is November 14, 2025, 12:00.

The new round of tenders aims to grant operating aid for 290 MW of new onshore wind energy projects under the scheme approved by Order of the Minister of Energy No. 1120/2024 and subsequently supplemented. The general framework for the operation of the CfD mechanism was established by Government Decision No. 318/2024, which regulates the support for low carbon technologies.

To participate in the tender, tenderers must submit two types of documentation:

• the technical offer, demonstrating the eligibility of the applicant and of the project, indicating the proposed capacity (MW) and the estimated date of commissioning;
• the financial offer, specifying the exercise price offered (€/MWh).

For onshore wind energy, the maximum strike price is capped at EUR 80/MWh. The detailed rules of the competitive bidding procedure are included in the Order of the Minister of Energy no. 1280/17.10.2025, to be published in the Official Gazette of Romania.

The estimated total budget of the CfD scheme is the equivalent in RON of €3 billion, with funding provided through the Modernization Fund and the National Recovery and Resilience Plan (NRRP). The administrative costs of the scheme will be covered by the CfD contribution levied on final electricity consumers.

The evaluation of the bids and the selection process will be carried out by C.N.T.T.E.E. Transelectrica S.A., as operator of the CfD scheme.

In August 2025, Romania has selected the winners of the second round of CfD support scheme for wind and photovoltaics.
