Romania has selected the winners of the second round of CfD support scheme for wind and photovoltaics

    The list of winning companies following the second auction of the Contracts for Difference (CfD) mechanism totals 31 applicants. In total, contracts have been awarded for around 1,260 MW of wind capacity, distributed to 21 project companies, and 1,488 MW of photovoltaic capacity (10 companies), which will benefit from the CfD scheme for a period of 15 years. The selected projects have a commissioning deadline of 2030, with two exceptions: the 50 MW Sohatu photovoltaic power plant in Călărași, controlled by Anchor Group, with a completion date of December 2028, and the Miroslovești wind power plant (Iasi county), controlled by the Spanish company Ecoener SA.

    Strike prices for wind energy range between €65.17/MWh and €79.50/MWh, up from the respective levels in the first auction round (minimum 54.59; maximum 77.33 – in December 2024).

    On the contrary, for photovoltaics, the prices set in this auction range from €35.77/MWh to €45.20/MWh, much lower than in the first round (minimum €45.05; maximum €54.19).

    The wind project with the highest capacity on offer – 211.2 MW – is CEE Dunărea Est (Midmar Callatis SRL), controlled by Rezolv Energy, which also offered the lowest price. Close to this quota is the combined amount of about 210 MW offered by OX2, from the Cerchezu (South Wind SRL) and Urleasca (Brăila Green Energy SRL) projects. Other winners, with significant volumes, were OMV Petrom, through Electrocentrale Borzești (111.6 MWh), Renovatio, through RNVQ SRL / Offset SRL (103.7 MW), and ZEN Energy Group, registered in Luxembourg, with the CEE Unirea project, realized by SPV Zen Energy Group Unirea Wind Farm SRL, with 102 MW. ENGIE Romania’s Falcon Wind project, first below the line in the first CfD auction round, has now successfully bid around 52 MW at a price of €72.7/MWh, more than €5 lower.

    Among the PV projects declared winners, the largest capacity – 520 MW – appears in the Dama project (West Power Investments SRL), controlled by Rezolv Energy. Baboia Solar Plant SRL and Siret Solar Plant SRL, both controlled by Enery Element GmbH, have total capacities of 350 MW and 108.8 MW respectively in the CEM Ogrezeni and CEF Dumbrava 2 projects, at prices below 39 euro/MWh. In this segment, the price reduction of up to €20/MWh between the unsuccessful bid of Baboia Solar Plant SRL in December 2024 (€56.82) and the minimum price successfully bid now – €35.77/MWh – is remarkable.

    In the first CfD auction round in December 2024, contracts were awarded to 21 companies totaling over 1,500 MW.
