At a time when volatile energy prices are back in the spotlight and market uncertainties are growing, entrepreneurs in Romania have a rare window of opportunity, according to an analysis by REI Grup – access to more than 450 million euros in non-reimbursable funds dedicated to investments in renewable generation capacity for self-consumption. From 1 July, many non-household consumers risk a doubling of electricity costs. But for those who act quickly, solutions are already available and the benefits are measurable in the medium to long term.
Support for green investments from the Modernisation Fund
Through the call launched by the Ministry of Energy under the Key 1 Programme – Renewable Energy Sources and Energy Storage, companies can get up to 90% grant funding for the installation of solar power plants up to 400 kW for self-consumption. The amount of support is up to €450/kW and the total budget amounts to €310 million.
It’s an opportunity for businesses of all sizes – from start-ups and micro-enterprises to large companies and autonomous regions. The essential condition is that the beneficiaries are invoiced directly to the company and do not carry out activities in excluded sectors (primary agriculture, fisheries, food industry).
“We advise entrepreneurs not to postpone the preparation of documentation,” warns Roxana Mircea, managing partner of REI Grup, one of the most active European fund consultancy companies in Romania. “Electricity bills could double from July and investing in own energy production can bring major savings. But without a feasibility study or an audit according to HG 907/2016, the project cannot be successfully submitted.”
Renewable energy for the agri-food sector
In parallel, the Ministry of Agriculture will launch in the coming months a €150 million programme dedicated exclusively to agricultural and processing companies, also targeting the production of renewable energy for self-consumption. Investments could include photovoltaic panels, storage equipment and related technologies.
The total budget of €310 million is spread across several technologies:
- solar power plants <5 MW: €151 million
- solar capacities >5 MW: €118 million
- hydro: €25 million (up to €1.8 million/MW)
- wind: €16.7 million (€700,000/MW)
The maximum amount of funding is €20 million per company. The deadline for submitting projects is 22 August 2025.
The cost of preparing the file can reach €3,000-5,000, depending on the complexity. Although companies can start the investment, the energy cannot be fed into the grid until the financing contract is signed with the Ministry of Energy, which can take 6-12 months.
Over 1 billion euros available this summer
According to the REI analysis, summer 2025 comes with more than €1 billion of EU funding for entrepreneurs, covering a wide range of sectors: innovation, energy, agri-food processing, tourism and digitalisation.
Open or announced calls
- Just Transition – €200 million for the counties of Gorj, Hunedoara, Dolj, Prahova, Prahova, Galati, Mures, for micro-enterprises.
- PR South-East – €87 million for SMEs in the Constanța-Tulcea-Brăila-Buuză-Vrancea region, for investments in hotels, clinics, IT, bakery.
- Horizon Europe – €300 million for innovation and technology (European call open until 16 December 2025).
- RD 16 and RD 23 – over €300 million combined for investments in the vegetable, bakery and agricultural processing sectors.
- Start-up Nation 2025 – €50,000/beneficiary for young people aged 18-30, with around 11,000 places available on entrepreneurship courses.
