OSCAR Downstream, the largest independent fuel distribution company in Romania-with 100% Romanian capital-announces the signing of a concession agreement with the National Company for Road Infrastructure Administration (CNAIR) for the development and operation of two service areas on the A7 Moldova Motorway, along the Buzău-Focșani section.
The contract, concluded for a 30-year period, entails a total investment of 70 million lei and covers the construction, equipping, operation, and maintenance of two service areas located at kilometer 131 of the motorway, near the locality of Milcovul-one on each side of the carriageway.
This investment marks a new milestone in the evolution of OSCAR Downstream: transitioning from the development of a national, integrated infrastructure for fuel distribution and services tailored to companies, toward complex road infrastructure projects that combine refueling, traveler services, facilities for transport operators, and electric mobility solutions. The project leverages the company’s experience in developing and managing its own infrastructure and complements its long-term investment strategy in Romania. “OSCAR Downstream is a company built in Romania, with Romanian capital, which has grown through investment, consistency, and confidence in the potential of this market. Over the past 25 years, we have demonstrated that we can develop a competitive business with a solid infrastructure and a long-term vision. Today, with our 70-million-lei investment on the Moldova Motorway, we are taking another step in this direction. This is more than just an expansion of our operations; it is a confirmation that we possess the experience, resources, and ambition to contribute to Romania’s development. We are proud of what we have built, and we continue to invest here in Romania with the same confidence in the future,” said Nicolae Bănică, CEO of OSCAR Downstream.
The two service areas will integrate modern facilities for refueling, parking, rest, and retail services, tailored to the needs of both passenger car drivers and professional transport operators.
Each site will feature fuel distribution stations, retail and dining areas, parking spaces for passenger cars, trucks, and coaches, as well as restroom facilities that are accessible to individuals with disabilities.
A key component of the project involves the development of secure truck parking areas-certified at the ‘Silver’ level-equipped with amenities for professional drivers, including restrooms and showers. These will help improve safety and comfort for transport operators along one of the major road corridors currently under development in Romania. The project also incorporates recharging infrastructure for electric mobility, through a partnership with PPC Blue-part of the PPC Group. Each service area will feature at least four 150 kW charging points for light electric vehicles, and at least seven charging points with a minimum capacity of 350 kW for heavy electric vehicles. PPC Blue Romania is involved in the project to handle the charging component, overseeing the installation of the stations, their connection to the power grid, and their maintenance throughout the duration of the concession. Selecting a partner capable of meeting the quality standards required by OSCAR Downstream is a defining aspect of the company’s logistics investments.
