The electricity storage investment scheme, approved by the European Commission, provides support of up to 69,000 euros for each MW of storage installed, and the call for projects will be launched in the second quarter of 2026, with the implementation of investments scheduled for December 31, 2030, announced Energy Minister Bogdan Ivan.
“We are allocating 150 million euro for the development of battery energy storage capacities in Romania. Today we obtained the approval of the European Commission for a major investment scheme in electricity storage in Romania. 150 million euro of non-reimbursable funds will finance the development of 2,174 MWh of battery storage capacities through stand-alone installations, through the Modernization Fund. Through this scheme: we can reduce imbalances in the National Electricity System; we better integrate energy produced by prosumers and from renewable sources; we can keep energy prices for Romanians under control. The scheme provides support of up to 69,000 euro for each MWh of storage installed, with funding that can reach a maximum of 15 million euro per project and that can cover up to 100% of eligible costs. The call for projects will be launched in the second quarter of 2026, and the implementation of investments is scheduled for December 31, 2030,” Bogdan Ivan wrote on his Facebook page.
He stressed that Romania has thousands of MW installed in renewable energy, but production depends on the weather, and in the absence of batteries, energy produced during the day is often sold cheaply and in the evening energy must be imported at higher prices.
“Energy storage is the key to a stable energy system and lower bills for Romanians. In the coming period we will return with all the details regarding the launch of the call for projects”, the Minister of Energy said.
The European Commission has approved a scheme notified by Romania, worth 150 million euros (764 million lei), to support electricity storage, in accordance with the objectives of the Clean Industry Pact, the EU Executive announced on Friday, in a statement.
This measure will contribute to the transition towards a climate-neutral economy. The scheme was approved under the Clean Industry Pact State Aid Framework (CISAF), adopted by the Commission on 25 June 2025.
Under CISAF, Romania submitted to the European Commission a €150 million scheme to support the installation of new electricity storage facilities of at least 2,174 MWh, which will contribute to the objectives of the Clean Industry Pact.
The aim of this scheme is to facilitate the integration of variable renewable energy sources into the national electricity system by increasing storage capacity. Under this scheme, support will take the form of investment aid through direct grants for new autonomous battery energy storage systems. The scheme will be financed from the EU Modernisation Fund. Beneficiaries will be selected through a competitive award procedure.
The Commission has found that the scheme notified by Romania complies with the conditions set out in CISAF. Namely, the aid will be granted based on a scheme with an estimated volume and budget, through a competitive award procedure, before December 31, 2030.
