Iorgulescu, AFM: The program for prosumers could start in September, there are still some issues to clarify

The program for the installation of photovoltaic panels by prosumers could start in September, but for now, AFM and the Ministry of the Environment are trying to solve all the problems, including the one related to the mortgaged properties, told energynomics.ro Andrei Iorgulescu, General Director of Directorate of Projects, Administration for the Environment Fund (AFM).

“For the moment the session of submitting the files for the installers has ended, which will be validated later. I expect 250-300 validated installers”, said Iorgulescu.

He argues that the new budget provisions did not increase the initial amounts, as misinterpreted in the press, but validated the amounts initially provided in the budget.

“We hope that the program will start at the beginning of September,” Iorgulescu said, explaining that AFM has to resolve, until then, some issues, such as the conclusion of the financing documents with the managing authority of the Operational Program (AM POR), but also solving the situation of the financing guide, including the problems related to rented or mortgaged houses.

The budget of the program for the installation of photovoltaic systems benefits by 536 million lei, sum assured from the Regional Operational Program (POR), for the 7 development regions of Romania, except Bucharest-Ilfov (this region was not eligible through ROP). This amount is added to the 120 million lei, already available in the AFM budget for the Bucharest-Ilfov region, totaling a budget of 656 million lei for the program aimed at installing photovoltaic systems for individual households, for the production of electricity and heat from 100% sources.
