Govt program: IDB capitalization will be increased this year by at least 100 mln. euro

    The Investment and Development Bank (BID, IDB) will be consolidated as the main strategic financial instrument of the Romanian state for mobilizing private capital, supporting investments, increasing the absorption of European funds and developing the competitiveness of the economy, and the initial capitalization of 3 billion lei will be increased this year by at least 100 million euro, through the loan component related to the PNRR, according to the government program proposed by Prime Minister-designate Adrian Veștea in the Finance chapter.

Thus, the state budget provides for amounts of 1 billion lei that can be granted in the name and on behalf of the state by the IDB through guarantee and credit instruments (including by structuring instruments by taking over the activity in the name and on behalf of the state from Exim Banca Româneasca as well as state aid schemes both to support investments of Romanians from the Diaspora in Romania and to support the growth of economic competitiveness”, it is mentioned in the document cited by Agerpres.

    According to the cited source, the IDB will have a central role in the transition from financing based predominantly on grants to modern financial instruments, with a multiplier effect: guarantees, co-financing, blended finance, co-investment, risk sharing, combined financing with grants and technical assistance.

    In the perspective of the Multiannual Financial Framework 2028-2034, the IDB will function as a national platform for financial instruments related to European programs, the continuation of the PNRR, the European Competitiveness Fund, InvestEU and other initiatives dedicated to competitiveness, green transition, economic security and industrial development.

    “At the current stage, the IDB is implementing or preparing relevant instruments for the economy: the Portfolio Guarantee for SMEs, with an allocated ceiling of 6.16 billion lei and over 95% market share covered through financial intermediaries; individual guarantees for public projects and subordinated companies, with 2.2 billion lei available; direct lending for the public sector and

    infrastructure, with a portfolio in preparation of over 450 million lei; instruments from European funds for SMEs and regional investments, with allocations of approximately 233 million euros through the Regional Participation Fund and approximately 189 million euros through the Transition Participation Fund Fair”, the government program states.

    It also stipulates that, based on GEO no. 8/2026, the IDB will implement, on behalf and for the account of the state, financing, guarantee and investment programs to reduce financing constraints in the public and private sectors. These include “Diaspora Invests at Home”, with a budget of 100 million euros for the period 2026-2029, the program for increasing regional competitiveness and convergence, with a budget of 500 million euros for the period 2027-2032, instruments dedicated to agriculture, local authorities, public service operators and projects financed from European funds.

    The IDB will also have an important role in the use of the Modernization Fund, through financial instruments dedicated to energy efficiency, energy security, decarbonization of industry, modernization of distribution and storage networks and reduction of energy consumption. It will also contribute to the combined grant-credit instrument of the Social Climate Fund, with an estimated allocation of 300 million euros for vulnerable micro-enterprises.

    In addition to financing and guaranteeing, the IDB will develop technical assistance services for SMEs, local and regional authorities, public utility companies and strategic projects, to increase the maturity and bankability of projects and accelerate the absorption of European funds.
