Low temperatures and the need to cover the energy requirements of companies and households led to the start of ELCEN oil installations. On days with frost at the end of last week, oil consumption was approximately 1,500 tons / day, officials said principal heat producer in the country for energynomics.ro.

From the beginning of the frost period, the average daily consumption in the dual plants was about 1,000 tons. From the legal standpoint, ELCEN can operate on fuel oil for 10 consecutive days, but in emergency situations no one expects that this conditionality is met. On Friday, the fuel oil stocks of ELCEN exceeded 20,000 tons, enough to cover consumption for more than 20 days.

Advanced talks for an investment of 200 million euro

The ELCEN representatives argued Friday that the company is close to obtaining a loan of 200 million euros from the BERD and the World Bank toward a new energy group at CET Grozăveşti. The high efficiency cogeneration unit would have an installed capacity of 50 MW. Along with raising the new group, the project also includes rehabilitation of the transmission and distribution ascribed to the heat energy group, which the company plans to take in concession.

“The new center will be built in three years. We considered to assigned the network covering about 20% of Bucharest to the 1st District. Thus we will – with the new group and rehabilitation – have a visible reduction in the cost of the gigacalory” said Marcel Octavian Nicolaescu, General Manager of ELCEN.

The concession agreement portion of the distribution network implies a consent from the Bucharest General City Hall, as RADET, subordinated to the City Hall, operates the network.
