The Ministry of Energy has launched a call, with a budget of 500 million euros, aimed at supporting investments in new capacities for the production of electricity from renewable solar energy sources, with integrated storage capacities, for self-consumption for public entities.
The call will be held online in the information system of the Agency for Financing Rural Investments and the submission of funding applications will begin on September 28, 10:00, and will be held until November 20, 2026, or until the budget is exhausted, in the order of submission.
The project selection procedure will be according to the principle of ‘first come, first evaluated, in compliance with the conditions in the guide’, the Ministry of Energy specifies.
The evaluation of the projects will take place between November 23, 2026 and March 2, 2027 and the contracting will be carried out as the projects are approved, starting with February 8 next year.
The completion and commissioning of the investments will be carried out by December 31, 2029.
Eligible applicants are the administrative-territorial units or their sub-divisions, the units and subunits of the national defense, public order and national security system, the units of the penitentiary administration system, the hospitals fully financed from public funds, the public institutions, as defined by Law no. 500/2002 on public finances, officially recognized religions in Romania and religious units belonging to religious religions, state higher education institutions, national institutes, public law research and development institutes, centers and stations, Intercommunity Development Associations, social centers and palliative care centers financed entirely from public funds, the National Agency for Sports, including subordinate institutions, the Romanian Olympic and Sports Committee, including subordinate institutions, the Romanian Television Company and the Romanian Radio Broadcasting Company, provided that they perform a public service mission the financing of which represents existing aid, within the meaning of European legislation in the field of state aid.
Beneficiaries must demonstrate that the financed investment will be used to reduce the cost of the energy necessary to provide the entrusted public service and will lead to a consequent reduction in the subsidy/compensation paid by the state.
The call is fully financed by non-repayable funds from the Modernization Fund.
Eligible activities under the call are the purchase of new installations/equipment for the construction of new capacities for the production of electricity from renewable solar energy sources, with integrated storage capacities; the purchase of heat pumps; constructions that are the subject of the investment project for the production of electricity from renewable solar energy sources, with integrated storage capacities; the costs of assembling and putting into operation the installations/equipment for the construction of new capacities for the production of electricity from solar energy sources, with integrated storage capacities.
The financing is granted in a percentage of maximum 100% of the total value of the eligible expenses, within the limit of the amount of 10 million euros per beneficiary (for the own project and the values related to participation in partnerships).
The value of the non-refundable public aid requested per installed MW will fall within the following maximum ceilings: for projects that do not include heat pumps – 900,000 euros/installed MW, excluding VAT; for projects that also include heat pumps – 1,100,000 euros/installed MW, excluding VAT.
