EIB Group invested 780 million euros in Romania’s energy system last year, but the total amount of loans signed by the bank was 1.6 billion euros, said Marius Cara, Head of EIB Group Office in Romania, at the 11th Energy Strategy Summit, the flagship event of Energynomics.
“The energy sector is one where investment is constantly needed. The role of the bank becomes all the more important in the context of investment gaps. It is an anti-cyclical role, because its business model involves very cheap borrowing from the capital markets and, by not maximising profit, it tries to pass this financial advantage on to the beneficiaries,” Cara said.
Last year, the EIB’s most important transactions in Romania were two loans of 200 million euros each to Delgaz and Electrica to modernise their distribution networks. Cara added that Romania has the potential to become a best-practice model for energy transition, but this requires a clear and coherent regulatory framework, modern financial instruments such as contracts for difference (CfDs) and strategic partnerships between authorities and investors.
At group level, the EIB has signed up total investments totalling 89 billion euros in 2024, 60% of which are for projects supporting the energy transition and fighting climate change. A further €31bn has been earmarked to strengthen the European Union’s energy security by financing renewable generation projects and modernising electricity grids.
