Dărăban: We need to see from ANRE a more flexible regulation that is closer to the times we live in

    Regulation plays a vital role in the activity of energy distribution and transmission and we need to see from ANRE a more flexible, more accommodating framework that is closer to the times we live in, argues the executive director of the Federation of Energy Utility Companies Associations (ACUE), Daniela Dărăban.

    “Prosumers are new entrants in the energy sector and have their role very well defined. The problem is when we move away from the main goal. The main objective is for the prosumer to produce energy for self-consumption, and if we exceed and enter the surplus that makes injection into the grid possible, then we have to talk about all the problems that come with this situation. There are some prosumers who have installed several self-consumption panels. That is not a problem either, as long as the distribution operator, that is, the regulator, understands that these situations are new. Distribution operators are given new roles, and the investments that the regulatory framework allows you to make are accommodated to needs. So, it is not a problem that distribution operators have. We must say that it is a problem that the energy sector has: how the objectives, the needs of the market are found in the appropriate regulation. Because it is an area where regulation plays a vital role in the distribution and transmission activity. As long as the regulation takes into account the way in which “The market moves and wants to be reactive, it has to do it. The longer you delay, the more problems grow, if it wants to be proactive, it can look at European regulations, at what is happening in other states and accommodate its regulatory framework accordingly,” explained Dărăban, according to Agerpres.

    She also mentioned that, at the moment, distributors are not in conflict with prosumers, but an optimal integration of the energy surplus must be achieved that does not affect the security of the network.

    “I would not say that distributors are in conflict with prosumers. I think that the current situation must be analyzed and regulated in such a way that the role of the prosumer and the optimal integration of the surplus that they bring into the system can be done in conditions that do not affect the security of the network, do not create a problem for the rest of the consumers. I think that solutions exist. We will not solve them, on the contrary, if we hide from the problem and try to see it in the regulatory side, which is more vocal. I think that the solution comes from a coherent approach, from recognizing the problems, from figures, data, values ​​and, of course, from correct technical solutions. We need to see from ANRE (National Energy Regulatory Authority, n.d.) a more flexible, more accommodating regulation, closer to the times we live in and that we are going to build today for tomorrow. We need to see a slightly more modern regulatory framework,” said the head of ACUE.
